AKAROA BOROUGH COUNCIL.

A meeting of thin Council was held on Friday night. Present—His Worship the Mayor, and Crs GulborJet, Black, Cullen, Bruce, and Brown. MINUTES. The minutes of the previous meeting wore read and confirmed. CORRESPONDENCE. Outward correspondence was read and approved. Inward correspondence was read, as follows;—

From the Government, stating that the 1 new schedule of wharf dues (recently pub- j lished in this journal) had been agreed to ' by the Administrator of the Government, in Council. From Mr Gundry, re Ashburton reserves, enclosings-half year's rent from Messrs McDowell and Campbell. From Mr Sims, notifying that the whole of the rates for 1883 had been collected. From the poundkeeper, stating quarter's receipts had been £2 ss. From Mr Scott, resigning his position as Councillor, owing to his time being fully occupied. CrGutberlet moved : " That the resignation of Cr Scott be accepted, and that the returning officer take the necessary steps for the election of another Councillor in his place." Seconded by Cr Cullen and carried. WHARF COMMITTEE. There was no report from the committee, the chairman (Cr PenHngton) being absent. "WORKS COMMITTEE. Cr Cullen, a_ Chairman of the Works Committee, stated that owing to the holidays it had been impossible to have a report drawn up. The only urgent matter was with regard to Mr Citron's drainage.' That gentleman was most anxious to have the matter settled, and had agreed to have the pipes laid where the Council thought fit He thought therefore that the Council might empower the Works Committee to see to the whole affair. Moved by Cr Brown, and seconded by Cr Gutberlet, " That the matter be left in the hands of the Works Committee." (Carried.) FINANCE. Receipts since last meeting—General rate, £2 2s ; Reserves, Ashburton, £148 8s 9d ; publican's license, 10s ; total, £151 0s 9d. Credit bank balance* £534. Accounts to be presented—Returning officer, six months salary, £2 10s; Earnshaw, dog collars, £2 17s 6d ; insurance office, building, 18s 9d ; Post Office, letter box, 1883, £1; Akaroa Mail, advertising, £1 2s 6d; do, printing, £1 17s 6d ; do, advertising, Wharf account, £2 5s ; H. Burke, maintenance jetty I„mp, £5 ; F. Hahn, poundkeeper, three months salary, £3 15s; McGuire, contract balance, £3 13s 6d ; J. Hewitt, bridge contract, £146 16s 4d ; Curragh, day labor, 10s 6d ; Mc Guire, 10s 6d ; total, £177 17a Id. The accounts as read were passed for payment. appointment of returning officer under licensing act. The Mayor said it was necessary to appoint a returning officer under the Licensing Act. Proposed by Cr Cullen and seconded by Cr Black—" That Mr Sims be appointed returning officer under the Licensing Act, at an annual fee of £2 25." (Carried.) fixing of permanent levels. Moved by Cr Cullen—" That the necessary steps be taken to advertise the proposed permanent levels of Brittan street, Balguerie street, and parts of Lavaud and Jolie streets, according to the Act, and that a special meeting of the Council be held on February 14th to consider any objections that may be received." Seconded by Cr Black and carried. THE POUND. Cr Black said he thought that the prosent, arrangements regarding the pound were, ; ..unsatisfactory.: He thought..that instead of a loss it should be a profit, and even if they got only £5 it would be something. He thought they should advertise, and see what they could get for the right of receiving the pound fees. The Clerk said that some of the local bodies gave their poundkeepers power to run in cattle themselves. The Mayor said he objected to making the fees the profit, as it tended to encourage excessive pounding. In other places the system had led to the taking down of slip rails and other evils, causing great ill-will. The Clerk said he had no idea when the present poundkeeper's terra ended, but could find out by looking at the minutes. He wa-3 a yearly servant, and therefore required three months' notice. It was agreed that the Clerk should ascertain when the poundkeeper was appointed, tSic, and the matter was then left over till next meeting. The Council then adjourned.
