AKAROA BOROUGH COUNCIL.

A special meeting of this Council, to consider a draft by-law repealing clauses 41 and 42, lapsed for want cf a quorum, only His Worship and Cr Gutberlet being present. His Worship adjourned xhe meeting till 7.30 p.m. to-day.

Ordinary Meeting.

The ordinary meeting was then held. Present—His Worship the Mayor and Crs Gutberlet, Penlington, Rich, Bruce, Black, Cullen, and Brown. CORRESPONDENCE. Outward correspondence was read and approved. Inward correspondence was read, as follows:— From the returning officer, announcing the re-election of Mr Thos. Adams as Mayor. From Government, acknowledging the receipt of notification that Mr Adams had been elected Mayor. From Property Tax Department, acknowledging that they had received notification that the Council had resolved to adopt the Rating Act 1882. From Marine Department as follows : — " Marine Department. " Wellington, 4th Dec, 1882. "Sir, —I am directed to acknowledge the receipt of your letter of the 27th ultimo, forwarding a scale of proposed wharf dues, which the Akaroa Borough Council desire may be fixed for the Akaroa wharves in place of the dues at present in force, and I have to state that before the proposed dues are fixed, it is desirable that they should be published in a newspaper circulating in the district, with an announcement that it is the intention of the Council to apply to tbe Government to have them fixed. After this has been done, and any objections which may be made to them have been duly considered, the scale as finally decided on should be forwarded to this department.—Yours, etc., " H. S. Kellar." From Dr White as follows : — " Akaroa Hospital, 28th Nov., 1882. j

"Sir, —I have to report: admitted yesterday another patient suffering from typhoid fever. He came out in the same ship and took the same journey as the first patient. I have placed him in the barracks under the requisite precautions for such cases. The first patient is doing well, and both are likely to make good recoveries.—Yours, etc..

"John White." Cr Penlington spoke on the subject, saying that if there were any necessity the Board of Health should be called together. His Worship said that he did not think such a course necessary, as all the possible precaution shad been taken.

From the Secretary of tbe Industrial and Horticultural Association as follows :—

" Akaroa, Dec. 5, 1882. " Gentlemen,—At a meeting of the Akaroa Industrial and Horticultural Society a resolution was passed that the Secretary should write and ask the Council for donation in aid of our prize fund, they thinking it quite within their province, in so good a car.se, to give such, and waiting your favorable consideration of the same. Yours, etc., " Stephen Watkins." Cr Black said if they granted the request they would have to give funds to other bodies. The Regatta had just as much right. He opposed granting any of the Council's funds for the purpose. It was unanimously agreed that the request could not be granted. The following letter from Mr Henning was then read . —

" Akaroa, 28th November, 1882. " Sir,—Understanding that the Council have recommended to Government, for authorization, the revised schedule of wharfage rates, etc., advertised in the Akaroa Mail of the 27th ultimo, I beg to resign the office of wharfinger, and shall bo pleased to be relieved of the duties as soon as the Council can make the necessary arrangements. I shall be prepared to render accounts of, and settle up, dues to date, at any time that may be appointed. Being desirious of giving up possession before the new schedule comes into force, I have respectfully to request you will be good enough to give the matter your earliest attention.—Yours, etc., "W. H. Henning, " Wharfinger." The Mayor said that the Wharf Committee had not met, and therefore had no recommendation to make. It was resolved that the letter be received, and be referred to the Wharves Committee for consideration. FINANCE Receipts since last meeting—General rate £41. Credit bank balance at date £381 2s 7d. Accounts to be presented—W. Sims, .inspector oi nuisances (six months' salary) £5. Government Printer (Statutes 1882) £1 10s, A. Mitchell (day labor) £6 16s 6d, Peter Brown do £4 14s 6d, H. H. Burke do £4 3s Id, do do £l 2s 9d, do do 9s 6d ; total. £23 16s 6d. The accounts as read were passed for payment. THE RATES. The Clerk asked for power to sue for all outstanding rates. Cr Cullen moved, and Or Rich seconded —" That the rates be sued for when the Clerk thinks fit." Unanimously agreed to. FINANCIAL STATEMENT*. The following statement, prepared by the Clerk, was read by the Mayor :— Statement of Estimated Receipts and Expenditure on account of the Borough of Akaroa for the period commencing Bth November, 1882, and ending 31st March, 1883. Prepared at request of Works Committee.

Receipts — Credit bank balonce, Bth November, 1882, £367 17s ; Reserves (Ashburton £148 8s 9d, Akaroa £17 10s), £165 18s 9d ; General Rates, £110 ; dog registration fees, £21 ; RM. Court do, £10; pound do, £2 10s. Total, £677 5s 9d.

. Expenditure—Liabilities on November Bth, 1882 (land for widening Bruce terrace £25, Hewitt £146 lis 4d, McGuiro £40 3s sd, Noonan and Richfield £23 15s 6d), £234 10s 4d ; salaries, £46 5s ; advertising and printing £30 ; surveying, £28 ; unknown liabilities, £6; contracts, day labor, timber, cartage, &c, £333 10s sd. Total, £677 5s 9d.

The Mayor explained that between £180 and £200 would be left after all present claims and contracts were satisfied. They would therefore see that future economy was needed, as there would be no fresh revenue till June, and the estimate was based on their receiving all their rates and rents at the proper time. NUISANCE. The Inspector of Nuisances' attention was drawn to a nuisance existing rear the upper end of Jolie street. ADJOURNED SPECIAL MEETING. The Mayor, in calling attention to the fact that tbe special meeting re repealing the cattle by-laws had been adjourned till Friday, at 7.30 p.m., hoped that councillors would attend. The work would only take a few minutes, and it showed lack of interest to see these special meetings keep lapsing through no quorum being present; besides, it was hard on those who did make an effort to attend. The Council then adjourned.
