AKAROA AND WAINUI ROAD BOARD.
The adjourned meeting took place on Thursday last. Present—Messrs Chappell (chiirman), Checkley, Brooks, an.l Me Donald. MINUTES. The minutes of the previous meeting were read and confirmed. INTERVIEW.
MrT. O'Gonnan waited upon the Board, asking that the next payment made on account of Rhodes' flat road contract be only paid on condition that he is present with Mr Curnigh. his partner, from whom ho had been unable to get his share of the last payment.
On these grounds, no objection to the payment being made by Mr Curragh, the Chairman said the CioH: would lot them both know when another payment would be made, in order that they might both be present. COIUUiSPONDENOE. Correspondence was read— From Chief Surveyor, re survey of MiBates' road, as follows :—
" Christchurch, October 20, 1882
" Sir, —Referring to my previous communication re access to Mr Bates' land, it has been disclosed that there may possibly be an encroachment on section 8459, as the road is now laid out ; and as I find that the surveyor accepted the old peg found at the north-west corner of this section without reporting to me that it was 93 links nearer the corner of section 10,350 than shown on the grant, I shall send a surveyor to the ground to repeg the line. It should be 1350 links, and on the ground it is only 1257 ; there is therefore some reason to believe that the peg has been shifted. I enclose a tracing to illustrate the mistake that has been trade, and if your Board is about to make the road, it will be as well in the meantime not to go within the pencilled line. I will have it repegged at an early date.—Yours, etc., " John H. Baker, Chief Surveyor." In answer to questions, the Clerk said the road was completed, and that he was sure that there was no encroachment, as the road was made within the proposed amended lino.
From Mr A. I. McGregor, offering to make the valuation in terms of Ist subsection of section 11 of " The Rating Act, 1882." Proposed by Mr McDonald— " That Mr McGregor bo informed that the Board, while acknowledging the careful and trustworthy manner in which he acted as valuator for them, have made up their minds to take advantage (for this year at least) of the valuation roll provided by the Government. Seconded by Mr Checkley and carried. ONUKU ROAD From Mr John Glynan. re repairs wanted on this road, as follows :— " Onuku, November 6, 1882. " Sir, —I beg to draw your attention to the state of the Onuku main road. A great many of the culverts are washed away, and in some parts of the road there are ruts quite Iwo feet deep. As the two members of the Board living on this road have lately carried a motion to levy a Is in the £ rate, I hope they will see the road put in proper repair before they take steps to collect the rate in this part of the district. I would also draw your attention to the fact that this is the only main road not under yearly contract for repair. As a ratepayer, I wish to expiess my opinion that the Road Board will serve the district better when they can see that it is cheaper to spend £10 or £20 keeping a road in repair than to spend £40 or £50 to put it right after a heavy rain.—Yours, etc.,
" John Glynan " The Cierk stated he had had the most necessary part of the repairs done.
The Board expressed themselves to the effect that the. tone of Mr Glynan'a letter was such that they declined to consider it. duvauciielle's poundkbeper. From Mr Joseph Libeau, poundkeeper, 'in answer to Board's letter, as follows :— ♦ Duvauciielle's Bay, November 3,1882.
" Gentlemen, —In answer to your letter of 2nd instant, asking me for an explanation re poundage, &c, I beg to say that those worthy petitioners exhibit crass stupidity and selfishness, as I do not impound any cattle except those that are round and about my property, breaking and tearing down fences and hedges. 1 think it is very hard if a person cannot protect his own property from the encroachments of a few miserable panders. Hoping tliis will bo a sufficient explanation—Yours, etc., "J. Libeau." The letter was ordered to be referred back to Mr Libeau for further explanation, as it was no answer to the Board's inquiries. hainb's summit. From the Pigeon Bay Board, asking for the minute of agreement re construction of this road. The clerk was instructed to forward minutes as requested.

From Mr Tlios. Gilray, asking for payment of balance due on this contract.
The Board expressed their regret that they had been unable to settle with Mr Gilray and other contractors from want of funds, but trusted that in a few days they would be able to do so. ROAD RATES. From Mr IT. E. Barnett re payment of rates, stating that hitherto he has always paid them to the Okain's Board : - " Le Bon's Bay, Nov. 20, 1881. " Sir, —I received your notice for rates on the 17th inst., and I must inform you that I have paid the rates for the 75 acres to the Oknin's Road Board this year, for which I hold a receipt; and also each year since I have bought it, and have never had any notice to the contrary, as it has always been paid to that Board since the land was purchased off the Government. I cannot afford to pay it twice the same year, and I have informed one of the Okain's Board members about it, and ho thinks the two Boards will have to settle it.—Yours, etc., "H. E. Barnett." The clerk was instructed to inform Mr Barnett that as the property was within the Akaroa and Wainui district he would be held responsible for his payment of all rates thereon. DALY'S TRACK. From Mr Jas. Daly, re expenditure of his rates on the Waikerakikuri rd junction : " Akaroa. 18th Nov., 1882. " Gentlemen, —I have received notice for rates, and will send cheque for same, My object in. writing is to ask that the amount be spent on track commencing at the Waikerakikan road junction, and extending to my boundary near the 0 Trig station. Since this road Ins been graded nothing has been spent on it by the Board. I would be glad to meet Mr Barwick (your clerk) at any time, and point out what is required.—Yours, etc., "J. Daly."
Resolved that Mr Daly's request could not be acceded to for the present, the Government having promised to take the formation of this road into consideration. The clerk wag instructed to write to Mr Montgomery re the matter. GUiiUIAN VALLKY. Prom Mr David Curry, asking for some repairs to this road and crossing : — " Grehan Valley, Nov. 4, 1882. " Sir, —I beg to call your attention to the bad state of the Grehan Valley road. It is unsafe fora cart. There is a large slip lying nearly in the middle of the road this last 18 months. If it was cleared off there would be room i'or a cart to pass. Farther up at the bend of the creek there is a siono wants moving out of the creek. Hoping you will do some little repairs to the road so as i may be able to get th timber up for my house.—Yours, etc., " David Curjiy." The Board expressed their sorrow, that they were unable to do anything towards repairing this road at present, having no available funds. '
OUTSTANDING RATES. It was resolved that all defaulters for the 1881-82 rates be sued indiscriminately if their rates are not paid on or before the 9th December. PAYMENTS. Accounts amounting to £47 2s 10d were passed for payment. The meeting then adjourned till Saturday, the 23rd, Dec. at 2 p.m.
