THE CLOTURE PROPOSALS. An amendment to the cloture proposals has been moved by Mr Gibson in the House of Commons, demanding that a two-thirds majority should be required to adopt the cloture. The amendment will test the feeling of the House on the whole question, and the division on Mr Gibson's motion is fixed for Thursday next. RAIN IN AUSTRIA. Vienna. October 28. Very heavy storms of rain have been experienced in the south-east of Austria, and alarming floods have resulted in the Tyrol, and the province of Corinthia.
