AKAROA AND WAINUI ROAD BOARD.
A meeting of this Board was held on Saturday. Present — Messrs Chappell (Chairman), A. Wright, Checkley, aad Brooks. MINUTES. The minutes of the previous meeting were read and confirmed. INTERVIEWS Mr Duxbury waited on the Board and asked that the Robinson's Bay bridge should be repaired. The Board promised that the bridge should be looked to. CORRESPONDENCE. Correspondence was read— From returning officer, announcing that Mr A. Wright had been elected to the vacancy caused by the death of Mr Shadbolt. From Mr John Wright, as follows :— "May 27, 1882. " Sir, —In regard to the bridge which has been in question for Borne time crossing the Wainui Creek, I beg to state that the same is completed in a workmanlike and substantial manner, and as near the plans as possible ; and I also beg that you will lay this before the Board, with a view of making payment. Mr Wtight was present and explained. Mr Barwick said that Mr Wright had completed the work without communi eoting with the Board. Now, their Act fo'eed them to tender for all works exceeding £10 in value. Doubtless Mr Wi Wit miffht have srot the tender, but he b d no right to do the work without the Board's assent. AH Mr W; igbt was authorised to do was to put tho timber on the ground. The Chairman thought the Ci< rk had better see the work. The Clerk was instructed to visit and report. From Mr S. Curry, as follows :— •• Robinson's Bay, May 26,1882. "Gentlemen. —Will you please allow me pipe-3 for two crossings, one leading to my residence off main road at Robinson's Bay, and one at entrance to Rev. Stack's, Seafield. The crossing in Robinson's Bay is veiy bad, I intend, with your permission, to cut away part of the hank, so ns to improve the grade, and would like the pipes, go as to make a respectable job. as the present culvert is only rotten wood. The entrance ftt Seafield in time of he-.vy jrain is always flooded, as the storm water off Okain's rond often crosses mnin road and empties nt my gate. I should like to improve the entrance by metalling, but it would be useless unless a culvert were put in. lam willing to do the work under tho supervision of your overseer. —Yours, etc., " Samuel Curry "
It was agreed to grant Mr Curry's ro quest. From Messrs Harper & Co., as follows : " Herefoid street. Cht-stchurch, «16:h May, 1882,
« Sir,—We have the honor to acknowledge the receipt of your letter of the 10th inst., and in reply .te beg to state that we are of opinion that jMr Inman jcannot claim payment of any sum of money from the Board for the road dividing lots 2 and 3 and 12 and 13, on sale plan of his property at German Bay. We think that, under the circumstances, Mr Bridge was duly constituted agent for Mr Inman, and the'receipt by him of the £80 on Mr Jnman'a behalf is binding on Mr Inman. Mr Bell would be obliged to take action against Mr Inman for the conveyance of the road to him, but before doing so it will be necessary for Mr Bell to tender to Mr Inman a conveyance of the road for execution by him, and the conve}ance would be stated to be from him to the Queen by the direction of Mr Bell. After having done this, an action to compel Mr Inman to execute the conveyance would lay.—Yours, etc;,

Mr Chappell said he had been in Christchurch and seen Messrs Harper on the matter, He did not like to pay for the conveyance without consulting the Board. After discussion, it was resolved, on the motion of Mr A. Wright, seconded by Mr Brooks—"That instructions be sent to Messrs Harper & Co. to prepare conveyance of road from Mr Inman to Mr Bell and to forwa.d same to Mr lnman's solicitor for signature."

From Mr Inman, as fo'lows:— "Christchurch Club. "May 1, 1882.
"Sir,— Would you kindly send the pan of my property up to Clnis.chu-ch by the coach. I am not certain if you have it or Mr Wilkin, but to save lime, if he has it perhaps you would ask him to send it, nnd let me know at the Cbiistchurch Club. I have been expecting to hear from the Chairman as to meeting him in Christchurch and having the matters between us settled. lam going down to Timnru to-morrow, and in th-ee weeks from this time shall be permanently settled there.—Yours, etc.,

The Clerk stated he had applied to Mr Wilkins for the plan, and he had said that he would only give it up to Mr Tabart. From Mrs Rowe, as follows:— " Ridgeg'ove, Akaron, May 25, 1382.
" Sir, —I wish to call your attention to the state of the Chi Id* en's Bay road. The-e has recently been a great deal of traffic over this road, carts carrying shingle, etc., and the consequence is, that it is now almost impassible to foot passengers ; what will it be in another month's time ? Some iime ago I wrote, ask'ng to have some metal put down, but the request was refused; again I make the same request, and allow me to remark that it does seem hard for old ratepayers, and s-i'l older residents, like ou selves, to be left without even a passable road.—Yours, etc..
"Mary A. Rows." The Clerk was instructed to visit and report.
From Mr C. Haylock, as follows*— " Aka-oa Heads, Ap.il 6, 1882. "S ; r,—l beg to ca'l your attention in a case of emergency. I have now started a good road to Akaroa, passing through Paradise, and I hope that you will not think me rough in asking a small assistance.—Yours, etc., "C. Haylock." Mr Wright advocated a grant being made. Mr Checkley ottered to visit the locality, interview Mr Haylock, and report next meeting. From Mr Montgomery, re railway extension (already published in these columns). From the Government, re local government. Consideration deferred. POUND FEES, Mr Libeau reported he had received £1 15s 2d pound fees for the quarter ending May 10th, 1882. clerk's report. The following report was read :— " Road Report. "May 26, :882. " Sir, —In compliance with your request I have visited the following roads and have to report as follows : —lst. That part of the main Chriatc] nrcb road under maintenance of Mr Peter Shadbolt is in a very-good state throughout, tho side channels havir.g bef-n fan'v '.-I «.■>>■'•'■■! . m '."A
h'iuded. The principal part of tho unfinished work consists in filling in hollows and metalling the bare places as required by contract. This Mr Shadbolthas already commenced to en y out and has promised to ha/c the whole completed by expiration of his term in August. 2nd. The main Christchurch road imder Mr D. Lecomie's maintenance is alsd'in a very fair state, he being at pieseut engaged in cleaning up the side channels and tilUnj?; in hollows on the formation and has promised to have all the bare places metalled by the term of his completion of conlractin July. 3rd. The Long Bay road under Mr Lars Johnson's maintenance is in a fair stale to the top of Saddle on tlie Akaroa side, as I have not been through tbe road on the Long Bay aide of the range I cannot definitely siate as to how the work has been carried out since I last saw it, aboutsix weeks ago, but will visit and report by next meefng. 4ih. The Wainui main road under Mr Bullock's maintenance still requires a considerable amount of labor yet to complete it, in fact it will take him to the end of his contract time to complete it, on the portion of tho road he has alreidy done he has made excellent work. sth. Haines Summit road, this road wants clearing out throughout its eniire length, the contractor, Mr Lecom.e, has promised to be on the wo r k nest week when he will carry out the work requited, to its completion. I would advise that two extra culverts be put into this road before the contractor leaves, these of course would have to be paid for as extras. 6th. Le Bon's Buy load, this road requires the side channels to be cleaied out for the whole length of the road and culverts opened and repaired also the centre of the road requires rilling up and the large stones being removed, this road in its present state is really dangerous for horsemen. 7th. Harman's T>ack, Little River bush, I have been through this road and find that the whole of the line has been altered from the line of the old track, with the exception of about 16 chains fiom the top of hill alongside of Mr B.ooks" section, 40 chains of the present line i cms through virgin bush."
A '-"er discussion, it was moved by Mr Brooks—'* That lenders be called for clearing slips on Le Bon'B Road ; also, for clearing Haiman's track of bush half a chain wide, nnd benching, according to specification." Seconded by Mr Checkley and carried. TtJNDEP.S. The following tenders were opened ; — Bates' Road—C Baies, 8 weeks, £25 4s j Joseph W/ight & Co., 40 days, £20 6s; Edward Johnson, 35 days, £23 15s ; James Wi ight. 2 months, £25 ;, F. Neilson & Co., 2 months, £37 ; D. Le Comte, 10 weeks, £29 4s. Mr Joseph Wright's tender was accepted, Uie contractor not to commence work till further instructed by the Clerk. Oouku Bridge—Only one tender was received for this work, from Mr Win. B'owo, at £28 10s for split decking. Accepted, Long Bay Road Section—Mr John Curry w,ote as follows :— « May 27,1882. " Tender for severance of Mr Lelievie'e property, Long Bay road.
" I the undersigned do hereby agree to fence the said piece of land on the old road, commencing at Mr Woodill's gorse fence, and terminating at my own fence at ihe eastern ,extremity, with seven wires, with allowance to use what stuff is on the g'ound, for a teim of seven yeais, or any other arrangement your honorable Board may think wise to allow the Chan man ,to agree on.—Yours, eic,
"John Curry." Left in the Chairman's hands to see Mr Carry and report at next meeting, ACCOUNTS. The following accounts were passed for payment: —Returning Officer £2 2s, Mr Baiwi.-k £8 6s Bd, W, D. Wilkin £6 6s, Harper & Co. £2 2s, J. Libeau £5. THE MAIN ROAD. Mr Checkley called attention to the state of the main road near Waeckerle's Hotel. There were several holes that required filling, etc. Tho Chairman explained that the work was included in P. Shadbolt's contract, for keeping that part of the main road in repair. His attemion should be called to the matter. He begged to remind Mr Checkley that this business should have been brought forward before the tenders were considered. He wished to impress this on new members ; there was a proper order of doing things that must be adhered to.
ADJOURNMENT. The Board then adjourned till Saturday,
June 24.
