AKAROA BOROUGH COUNCIL.
An adjourned special meeting of this Council was held on Friday evening, in accordance with the 133 rd Clause of the Municipal Corporations Act, for -considering the balance sheet and Auditors' report. Present—His Worship the M**yor and Crs Black, Gutberlet, Cullen and Bruce.
The Mayor read the section of the Act under which the meeting was called and the accounts as previously pm fished in these columns were placed before the meeting.
After consideration Cr Black moved " That the accounts of the Borough Treasurer for the year ending March 31st, 1882, and certified to by the Borough's Auditors, be deemed to be the true accounts of tha Borough for tbe same period." (Carried).
His Worship then signed the accounts as correct and the meeting adjourned. Ordinary Meeting. The adjourned ordinary meeting was then held the same members being present. MINUTES. The minutes of the previous meeting were read and con'armed. CORRESPONDENCE. The outward correspondence was read and approved. The inward correspondence was then read as follows :— From the Marine Department re scale of wharfage. (Already published). After discussion Cr Cullen moved and Cr Black seconded: "That the letter from the Marine Department bo held over for further consideration."' (Carried).
From the Lyttelton Harbor Board re dredge. (Already published). F<-om Mr J. D. Garwood as follows :— "Akaroa, 29th April, 1882. " Gentlemen, —Tho Town Clerk informs me to-day, by letter, that the members of the Borough Council have unanimously passed a resolution recommending me to the Government for appointment as a J.P. I wish to thank tho proposer and seconder of the resolution for their courtesy toward me, and the members of the Borough Council, together with His Worship the Mayor, for their kindly and unanimous appreciation of my past services.—Yours, etc.,
-' J. D. Garwood." From the Registrar General, asking for certain returns.
The Clerk was instructed to furnish the information required.
From Treasury, notifying that tho fees and fines for the month of March, amounting to £5 5s had been paid to the Council's credit.
From Mr W. H. Gundry, forwarding cheque for rent of Ashburton reserve, rented by Mr R. Campbell. It was pointed out that Mr Gundry had charged 5 per cent for collection instead of 2\ per cent as last year. Cr Black then moved: "That Mr Gundry bo written to, pointing out tbat in November last his charge for collection was only 2\ per cent." Seconded by Cr Cullen and carried. From Messrs Priestman Bros., ing dredge on new principle.
The Clerk was instructed to reply.
THE NEW BY-LAW.
The new by-law to take the place of No. 42, now in force, was read.
The Mayor said one thing struck him, and that was, that though the new arrangement would be a great convenience to drivers of mobs of cattle, it would press hardly on the owners of milking cows to have to get a person to precede them. He was, not, however, prepared to object to the by-law as a whole.
Cr Black then proposed—•' That a special meeting of this Council be held at 7 p.m. on Wednesday, May 17th, for the purpose of passing a resolution that a draft ny-law, providing how cattle not in yoke or harness shall be driven through the streets, be considered.
Seconded by Cr Gutberlet and carried
AUDITORS' FEES. The auditors' fees for the ensuing year were fixed at two guineas for each auditor.
WHARF LAMP. The Mayor pointed out that Mr Burkes yearly contract for lighting the Jetty lamp wouid expire on the 30th June and asked the Council to consider whether it would not be advisable to call for tenders at once for next year. The Clerk was instructed to advertise. 'TOWN RESERVES. The Mayor further pointed out the necessity of advertising the letting of the Town Reserves, the present holders time expiring on the 22nd July next. The Clerk was instructed to advertise. THE WHARF LEASE. His Worship stated that in view of tho delays in preparing a new wharf lease, it would he necessary to make some arrange ment with the present lessee to collect the wharfage dues until tenders had been invited and one accepted. The WharvesCouimittee were em powered to arrange with the wharfinger to continue the collection of wharf dues until the Council make a fresh arrangement. FINANCE. Receipts since last meeting — Rent reserves (Ashburton) £23 15s do (Akaroa) £9 10h 6d, dog tax £1 10s, petroleum licenses £4, carriers' licenses £2, fines R.M. Court (March) £5 ss; total, £46 0s Gd. Credit balance at bank, £100 7s. Accounts to be presented—W. D. Wilkins (surveying) £3 3s, Akaroa Mail advertising account (Wharves Account) £1 13s, do do (General Account) £'J 4s 6d, H. C. Jacobson (printing and stationery) £1 14s; total, £15 14s Gd. The accounts as read were passed for payment. WEATHER REPORT. Cr Bruce said he, was of opinion that it would be very advantageous to the port if tho weather warning* report were wired to Akaroa. He begged to move—" That the Clerk be requested to apply to the authorities for tho telegraphic weather report to be sent daily to this station and posted up, as at other* stations ; also, tho weather warning from the Observatory." Seconded by Cr Gutberlet and earned. works committee. Cr Cullen, as Chairman of the Works Committee, made a verbal report. The j committee had employed labor to clear 1 weeds and clean side channels in Balguerie street. The action of the committee was approved. THE JOLLIE STREET LEVELS. Cr Cullen proposed : " That a special meeting of this Council be held on Friday, the 26th inst., at 7 p.m., for the purpose of hearing objections to the proposed levels of that portion of Jollie Street > between the beach at the Borough school and Brittan Street, and considering the adoption of such proposed levels. Seconded by Cr Bruce and carried. EXTRAORDINARY VACANCY. ! Before adjournment His Worship pointed out that Cr Chamberlain having ■ been absent for four consecutive ordinary ■ meetings without the leave of this Conn- 1 i oil, his seat had become vacant. < The Returning Officer was instructed to ; advertise tho vacancy. 1 ADJOURNMENT. i The Council then adjourned to Friday, 1
May 26th at 7.30 p.m., His Worship having pointed out that the regular day of meeting would fall on the Queen's Birthday.
