Members of both Houses met to-day, when the new session of Parliament was opened l>y the Royal Commission. The Queen's speech was read by the Lord Chancellor.

In the House of Commons last evening Mr Bradlangh appeared, and was advancing towards the table when Sir Stafford Northeote rose, and moved that lie should not be allowed to take the oath. Sir Veniou Harcotirt thereupon moved the previous question, and spoke at some length advising the House to allow Bradlaugli to take the oath subject to the final decision of the question in the law courts, Bradlangh then speaking from the bar of the House solemnly declared that the oath would be binding upon ■ him. Lengthy debate ensued, arid finally the question was rejected by a majority of 58 in full house. fcJir Vernon Ilarcourt's motion was supported by Mr Gladstone and other members of the Government, A'- ter the rejection of the previous quest ion Sir Stafford Northcote's motion refusing Bradlaugh's permission to take the oatli was adopted. Eradlaugh then withdrew from the Chamber and subsequently lodged a protest against the decision come to.
In the House of Commons Inst night, Tvlr Gladstone gave notice of motion 1.0 aiiii-iid the procedure of Parliament, so as to provide that the cloture shall be votahle. by a bare majority of the House, provided 200 members support, or less than 40 oppose the motion for its heinj; 1 pronounced.
A motion \>y Mr Gray for on enquiry into the circumstances attending the arrest arid imprisonment of Irish members was discussed in the Commons last night, and was rejected.
The House of Lords has adopted the Address in reply to the Queen's Kpeeeh. A motion for a similar Address lias been under discussion in the House of Commons, but the debate stands adjourned.
