AKAROA AND WAINUI ROAD BOARD.

Saturday, Jan. 7, 1882. A meeting of this Board was held on the •above date at their offices, Head of the Bay, Present—Messrs Chappell, Shadbolt, and McDonald. EXTRAORDINARY VACANCY. The Clerk announced that Messrs J. Duxbury and G. Checkley had been nominated for the extraordinary vacancy, and that the poll would take place on the 17th .list. ELECTION OF CHAIRMAN. The Chairman said that they had to choose a Chairman at that meeting for the ensui'g year. Mr McDonald said he had great pleasure in proposing that Mr Chappell should be re-elected. He was sure it would be endorsed by every member, that during the two years Mr Chappell had held the office fie had given every satisfaction, by the mariner in which he had presided both at the meetings of the Board, and at meetings of ratepayers. He did not think they could possibly make any improvement by changing, and he therefore had much pleasure in proposing that Mr Chappell should be re-elected.

Mr Shadbolt seconded. He was sure that Mr Chappell waa the right man in the right place. He must say, however, that he thought Mr McDonald must havo risen so speedily to prevent being proposed himself (Laughter.) Mr Cliappell as Chairman of that Board had given as much satisfaction as any member could expect to give. He had been against bucking and ,_, iilling, and had carried the Road Board through many difficulties caused by the scarcity of funds at their disposal. Whoever had been on that Board would agree with him, that Mr Chappell had always f>. worked to the best of his ability for the benefit of the whole of the public, without fear or favor, or allowing personal feeling to influence him, or showing any undue partiality for one part of the district over .another. He begged to bave the pleasure of seconding Mr McDonald's proposition. The resolution was then carried. Mr Chappell thanked them for the honor, v- He should have liked to see fresh blood occupying the position, but as they had chosen him lie would endeavor to do bis best for the ratepayers in the district. INTERVIEW. Mr Jules Lelievre waited on the Board re opening the Paua Bay road for 15 chains.. He explained it was quite impassible for some distance, as there was a stony spur, which was impracticable. The Clerk was instructed to visit the place and report. vogan's road. * Mr Vogan waited on the Board respecting the road to hi. property. He was anxious to know if the Board intended opening it. It was proposed by Mr McDonald ' That the necessary steps bo tdten to complete the exchange of ruads with Mr Shadbolt for the one leading to Mr Vogan's, and that leading up from Pawson's Valley." Seconded by Mr Chappell and carried. ANNUAL MEETING. The annual meeting was then held, at which the Clerk presented a statement of the yearly accounts. They were approved by the Board, and it was resolved they should be advertised after they had been passed by the Provincial District Auditor. * ORDINARY MEETING. The ordinary meeting was then resumed. MINUTES. The minutes were then read and confirmed. CORRESPONDENCE. Letters were read ns follows : — From Mr F. W. Moore re payment of ,_ rates. . From Messrs J. Lelievre and Kearney as follows: — " Akaroa, 31st Dec, 1881. " Sir, —Mr Etienne E. Lelievre having tigreed to allow tho whole of his rates which are now becomming due, to be expended on the Cough's Bay road, known as Louglman's line, we, the undersigned, agree to make up the balance above Mr Lelievre's rates, in equal shares above our individual rates, understandinjr that the ro.id shall be made four feet in the solid. Should tho Road Board be in a position to <5 assist us in the matter it would be very acceptable.—Yours, e^c, " Jule Lelievre, "George Kearney." From Mr Etienne Lelievre as follows :— "Akaroa, 31st Dec. 1881. ■» ,; Sir, —Messrs J. Lelievre and 6. Kearney having spoken to me with reference to forming a road four feet wide down as far as Mr Kearney's land, and having myself land fronting on the said road, known ■as Loughnan's line, if the Road Board will undertake to form this road, I will pay my rates towards its formation when••over called upon by the Board, Messrs Lelievre and Kearney having agreed to make up what it will cost over the amount of my rates.—Yours, etc., " Etienne E. Lelievre." It wan resolved on the motion of Mr McDonald, seconded by Mr Shadbolt, that Messrs Lelievre's and Kearney's request be granted. From Mr R. Later as follows :— '• B.rry's Bay, Jan. G, 1882. Quealy as follows : — " Little River Road Board, Jan. 5, 1882. "Dear Sir, —You will very much oblige by letting me know at your earliest convenience what portion of the land purchased during the past year by Mi Wm. McKay, is situated in the Little River dis tri.-t. The section is 34885, and is situated near Mount Bossu. It would not do to have it rated by both Boards. Yours, etc., "T. Quealy." The Clerk was instructed to attend to the matter. valuation roll. It was resolved to write to Mr McGregor calling his attention to the exchange of properties within the District. ST. JOHN'S ROAD. The Chairman drew the attention of the Board to certain stones placed at the turns of this road, as being dangerous. The Board resolved to have the stones in question painted white so that travellers could see them. MOUNT BOSSU ROAD. The question of calling tenders for this work was considered and eventually deferred tili next meeting. The reason of the delay was stated to be that the Board had not yet received a decisive answer from Messrs II irper and Co., regarding the right of tbe Board to make the road. The Clerk was instructed to write Messrs Harper and Co,, requesting an immediate reply. daly's road. Offers were opened from O'Snllivan offering to form the road from Long Bay road to Daly's gate for £10. From Mr P. Johnson at 7s 6d per chain. Mr Johnson's tender was accepted. ACCOUNTS. Accounts amounting to £23 14s 8d were passed for payment. The meeting then adjourned to Jan. 21, at 2 p.m.
