THE PRESIDENT'S ADDRESS

Washington, December 6

General Arthur delivered thp presidential message to Congress to-day. lie stated that the question of the construction of the Panama Canal was one of grave national importance, and should receive earnest consideration, the United States Government would renew the parleying with England in regard to British Columbia. It would be proposed that the British Government should

modify the Clayton Bulwer treaty, so as to abrogate clauses of same which do not compoit with obligations of America in British Columbia. The President then in reference to Home affairs stated, that it was deemed imperative that the army should be increased by at least five thousand men, and that a reorganisation of tho Navy should bo proceeded with without delay. He concluded by announcing that a commission wou.d be appointed take into consideration the question of the revision of the Tariff and reduction of taxation.
