AKAROA BOROUGH COUNCIL.

Tbe usual fortnightly meeting w.is held on Wednesday evening. Present—His Worship the Mayor, Crs Gutberlet, Adams, Black, Chamberlain, Cullen, Bruce and McGregor. MINUTES. Tiie minutes were read and confirmed. OUTWARD CORKESI'UNDKNCE. The outward correspondence was read and approved. INWARD CORRESPONDKNOB. The following letters wore read — From the Registrar General, asking if the Borough were divided into wards. The Mayor said the inform ition had been forwarded. From Mr Burns, contractor, saying some timber 4 by 2 was required. Tbe Clerk explained the timber had been procured. From the Rev H. Stocker, asking the patronage of the Council for an entertainment to be held on Wednesday, October 10, in aid of the widow of the late Mr R. M. Birry. It was unanimously agreed that the request should be agreed to. From the Treasury, stating that 30s in fines had been paid to the Borough's account for the month of August. RATE COLLECTOR'S REPORT. The following report of the rate collector was read and approved : — " Gentlemen; —I have the honor to report that in compliance with a resolution passed on September 14th. notices wen inserted iv the Akaroa Mail, stating that all rates unpaid after 30th September would be sued for without further notice. Since the said notices appjare.l, rates amounting to £66 10s 4d have been received, leaving £80 7s 9.1 still unpaid.— Yours, etc., » W. Sims. •' Rate Collector." Cr Chamberlain moved "That tbe rate collector he authorised to sue for all outstanding rates in terms of section 50 of the Rating Act." Seconded by Cr McG.ogorand carried. WORKS COJIJIITTKH REPORT. ( The Works Committee reported they . bad employed day labor to remove the i slips in Ay liners street. '

The following statement was placed on the table : —" Statement of the Receipts and Expenditure in the General' Account of the Borough Akaroa during the months ending September 30th, 1881. — Receipts — Credit balance in Bank of New Zealand, March 31st. 1881, £8b 10s 8d ; general rate, 1880-81, 7s 6d ; do> £138 5s Gd ; 7*eserves, Akaroa £21 12s ; licenses, publicans, £150 ; do, auctioneer, £40; do, petroleum, £5; do, carriers, £7 ss; do, public halls, £2 ; fees, R.M. Court, £14 5s ; do. pound, £6 7s 6.1 ; do. dog registration, £4 15s ; total, £471 8-3 2d. Expenditure—Office charges —Stlaries and allowances, £47 4s 6d ; advertising, £17 18s 9d ; printing, £4; stationery, £2 19s 6d ; olfice incidents, £2 7s 10d ; reserves fencing, £16; reserves, travelling expenses, £3 0s lid ; streets and iootwa}-* — contracts, £88 0s Id ; day labor, £17 15s lOd ; cartage, £7 16-* Gd ; drain pipes, £21 17s Gd ; freight, £G ; engineering, £5 6s; repairs street lamps, 10s; contractor's deposit returned, 16s; to balance Bank New Zealand October Ist, 1881, £229 14s 9d: total, £471 8s 2d."

Cr McGregor took the opportunity of congr itulating the Co-mail on their financial position, and the promptitude with which the accounts had been passed by tiie officers. finance. The following report was read :—" Received since last meeting—General rate, 1881, £28 14s 4d ; pound fees, quarter ending September 30, £G 2s Id ; tecs and fines, R.M. Court, £1 10s; total, £36 Gs sd. Credit balance at d ite, £262 ls 2d. Accounts to be presented—Poundkeeper, one quarter's salary, £3 15s ; M. 0. Sullivan, day labor, £1 ls ; petty cash, £5 ; total, £9 165." The accounts were passed for payment. TIIK BALGUERIE STRUCT CONTRACf.

Cr McGregor would like to say a word or two regarding the works in Balguerie street. He understood the engineer was absent, and of course it was ridiculous for that gentleman to be always overlooking the work. He was, however, afraid tbat in the absence of supervision great laxity was shown in the work, and he thought the Works Committee might put themselves in comm.mication with the engineer about employing a Clerk of Works to look after the details. He was not satisfied with the wall which was being built, which he Relieved stoo 1 a chance of tumbling down the first fresh. He knew tbe engineer could not be always there, and therefore thought the Works Committee should at once write to bim, suggesting the appointment of a Clerk of Works. He moved that the Works Committee put themselves in communication with Mr Wilkin, the engineer for the Balguerie street contract, with a v'ew of ascertaining if he required the services of a Clerk of Works at ar.y time during the engineers temporary absence. Seconded by Or B-uce.

The Mayor said be quite agreed with Cr McGregor. He had indeed written to the Engineer askimr him to attend the Council meeting, but had discovered he was not in Akaroa. t Cr Adams said he thought the will was secure. What Cr McGiogor had seen was bad, as the contractor got a bad txurel of cement to commence with. He bad, how ever, now got good cement and he though, the wall was being built all right. Cr Black said tho contractor was usir.g six puts of sand to one of cement and the mortar was like sand, and he did not think it would stand. After further discussion the resolution was put and carried. The Council then adjourned.
