AKAROA HARBOR BOARD

A meeting of this Board was held on Wednesday night. Present—Messrs Garwood (chairman), Adams, Black, Brown, McGregor, Gutberlet, Cullen. and Bruce. The minutes of tho former meeting were read and confirmed. REPORT Of WHARF COMMITTEE. The Chairman called upon Mr McGregor, secretary to tbe Wharf Committee, to read their report, which he did as follows :— '■ Ist Your committee referring to a letter from Borough Auditors, under date Iht August last, requesting payment for auditing wharf accounts, recommend that under Section 184 of " The Harbors Act 1878," that their names be suggested to the Governor as Auditors for the wharf accounts under the Act. '•2nd In furtherance of a report from Ah* Barwick, dated the 16th ultimo, your committee employed Mr T. to report and make an accurate examination of the bolts fastening the wallings to the piles of tho wharf, and also to report on the general condition of the decking. His report, under date of sth inst., is herewith and tho committee forwarded appended the same to Mr Barwick, who reported, under date of loth inst. Report herewith. "3rd Referring to this last report, your committee recommend that tenders be advertised for tbe quantities of timber required, and iron work for tbe decking and beams mentioned in the specification of timber herewith. •'4lh Your committee have further to recommend that the repairs be carried out by day labor under the direction of Mr T. Mirth.dale, and subject to ihf* supervision of your committee, believing that the work is within their power, under Section 67 of the Act.

"sth The committee endorso Mr Barwick's suggestion that holes be put through tho camp shear in order to secure nettings from vessels discharging cargo "Gth The new wharf lamp has been received and ( is being placed in position. When this is duly fixed its bearings and colors will be duly notified to the Minister administering the Marine Department. This lamp line been ordeied in terms of Capt. McGillivray's letter of 27th August last. " 7th In accordance with a suggestion contained in Mr Barwick's report of 16th August last re new landing stairs, your committee disagree with the said report as far as poslion is concerned, and recommend that a new set of steps for passenger traffic be erected by day labor at the east end of the wharf shed.

" Bth A letter has been received from tbe Marine Department, Wellington, under date 18th August last, in reference to the proposed new wharf tariff, and your committee recommend that a copy of the new scale, and regulations be forwarded to the Department as requested; at the same time suggesting that the Council prefer to proceed by way of bye-law in this matter, in preference to order in Council, so that those locally concerned may have an opportunity of objecting. In addition to the general Harbor Regulations, under Section 212 of the Act, the Council wish to proceed under Section 215 of the Act. " 9th Your committee recommend the following accounts for payment:—T. Martindale £1 10s, H. Burke (lighting) £5 5», H. Burke (labor) 12s 6d, Clerk (petty cash) £2. " 10th In reference to a letter received from Mr H. Aylmer, dated 9tli Sept, 1881, in reference to erecting davitts on the wharf, your committee recommend that the Council's resolution of the 19th May last be adhered to." Mr McGregor also read correspondence from Messrs, Barwick, Martindale, and others on the subject, and interim report. Clauses 1 to 9, were approved. Mr Black objected to clause 10 ; he did not see why davits should not be allowed. Mr McGregor should oppose any alteration ; he thought if they allowed any davits to be put up it would be letting in the thin end of the wedge. At the same time he was sorry for Mr Aylmer and others who had got davits. Mr Cullen moved and Mr Gutberlet seconded—- 1 That tho report be adopted." The motion was carried, with two dissentients, Messrs Black and Brown, who approved of all tbe clauses except clause 10, to which they objected.
