AKAROA BOROUGH COUNCIL.

Wednesday, August 31

A meeting of this Council was hold on the above date at their officos, Balguerie street. Present—Crs Brown, Bruce, Cullen, Chamberlain, Gutberlet, McGregor, Noonan, and Suncke'l. A letter was read from His Worship the Mayor, apologising for his unavoidable absence. On the motion of Cr McGregor, Cr Cullen was voted to the chair. The minutes of the previous meeting were read and confiraied. CORRESPONDENCE. Letters were read— From the Colonial Secretary.s Department (circular), asking a statement of the Council's indebtedness as on March 31st last, also the value of their endowments. The Clerk was directed to furnish the particulars asked for.

From Dr Singleton, reporting three cases of measles in one family in German Bay.

Dr Singleton was appointed Health Officer, in place of Dr Guthrie, resigned. From Mr W. Bayley, complaining of injury done to his property by the last three floods through (as the writer alleged) the neglect of the Council. Resolved—" That this Council without admitting any liability on the matter, acknowledge receipt of Mr Bayley's letter, and inform him that by a previous resolution of the Council, all requisite steps are being taken for the public advantage." From Mr C. Burns, calling attention to an alleged error in his tender. On the motion of Cr Chamberlain it was resolved that Mr Burns be held to tbe terms of his tender. From Mr W. D. Wilkins, relating to the flow of storm water from outside the Borough boundaiy in Balguerie street. On the motion of Cr McGregor it was resolved to obtain Counsel's opinion on the respective responsibilities of the Road Board and the Council, and to act accordingly.

From the same, reporting on some', small damage dove by the late rains to the pipe culvert in Percy steet.

The engineer was authorised to employ tho iabor requisite to have the repairs effected. From the same, furnishing an estimate of timber and pipes required for the Balguerie street contract. Tho Clerk was instructed to write to the millowners on tbe Peninsula, asking for a quotation for the timber, and io procure tiie requisite pipes. From tho same, reporting on the encroachments made by certain lencos in Balguerie street. The Clerk was directed to write to the persons interested, calling upon them to remove the obstructions. From Mr J. Bruce, reporting on the value of the fence erected by the Council's tenant, Mr G. Sadler. It was pointed out that the report was only signed by one of the valuers, and it was accordingly referred back to them, with power to appoint an umpire if they should be unable to agree. FIMANCIS. Ihe receipts since last meeting were re ported to be ad follows:—Rates £5 9s, dog-tax ss, auctioneer's license £40 , total £45 14s. The credit balance at the Bank was £259 7s 9d. Tbe following accounts were passed for payment:—H. Burke, incidents, ill 2s Gd ; do, hbor, £5 Is # 7d ; Clerk's salary, £4 3s 4d ; total, £10 7s sd. An account had come in at six o'clock in the evening of the meeting, but, in accordance with a previous resolution, the Council declined to consider it. Goodwin's bridge. Cr Sunckell wanted to know why the resolution of the Council respecting repairs to this bridge had not been carried out. Cr Cullen, on behalf of the Works committee, explained that the engineer had been too busy over Balguerie stect.

It was resolved to instiuct tne engineer to have the resolution of the Council carried out at once.

On the motion ol : Cr Bruce, it was resolved to authorise tho engineer to employ labor to repair that portion of the cemetery road which wis within the Borough. The Council then adjourned.
