AKAROA BOROUGH COUNCIL.

This Council met ia their offices, Balguerie street, on Wednesday evening, 22nd inst, His Worship the Mayor in the chair. Present—Crs Noonan. Gutberlot, Rrown, Chamberlain, Cullen, Bruce, Black, and McGregor. Tho minutes of the previous meeting were read and confirmed. CORRKScoNDENCE. Messrs Wiggins _. Co. wrote, asking for the use of the lamp at the Mail office corner, on the same terms and conditions as those granted to Cr Chamberlain, and that they would supply the lighting at their own cost. A similar application was received from Mr Henning, solicitor, for the lamp near Mr Kissel's shop. The use of the lamps m question was granted in each case on the usual conditions. A letter was received from Mr George Saddler, the tenant of the lleserve on Lelievre's Hill, requesting permission to erect a fence of one top rail and five wires along the line of the Reserve in Beach road. Permission was granted to erect the fence in terms of his lease, and Crs Black and Noonan were appointed to indicate tho line of fencing, such line not necessarily to be the legal boundary of the Reserve. Mr R. Newton wrote, complaining of neighbors throwing dirty water, etc,, on his property occupied by Mr Welch. The letter was referred to the inspector of nuisances Mr Montgomery, M.11.1.., telegraphed saying he had forwarded copies of "The Hospital and Charitable Institutions Bill," and asking the Council to forward any suggestions early. His Worship said a report on the subject would be read at a later stage of tho meeting. / Letters were also read from the Town Clerk, asking for an increase of salary, and from tbe Council's agent at Ashburton re their Reserves, which were considered in detail at a later stage of the proceedings. ASHBURTON KESERvES. Cr Black read a report of his visit to the Reserves at Ashburton, and the details of his interview with Mr Gundry, the Council's agent there. The report stated that the land was light, and in some places shingly ; it further indicated the opinion (hat 3s per acre was a fair rent for the land, taking into view the conditions of the lease. His Worship suggested that it wou'd be better to dispose of a letter received some time ago from the Upper Ashburton Road Board, applying for an acre of land for gravel pit purposes. The consideration of this subject led to a long discussion. Cr Black moved, and Councillor Brown seconded, that the Council's agent be directed to advertise for tenders from public bodies for the use of an acre as a gravel pit, part of sec 2199, in terms of tho Municipal Corporation Act. Cr McGregor was not in favor of le'ting tho land. Either alienate tho piece of laud under "The Public Unserves Act" or re. fuse the application. No doubt plenty of -bingle was procurable from private holders of btnd in the neighborhood. He moved as an amendment, •' That the Council regret they cannot entertain the request of the Upper Ashburton Road Board.'* The amendment was seconded by Cr Noonan. and on being put was cirried by 6 votes to 3. The Council then proceeded to consider the tenders for tin- utile, portion of their reserves. Tenders were received for lot 4, 250 acres at 4s per acre ; Lots 6 and 7, 500 acres at 2s 9d, aud lot 3, 250 acics at 4s. Also a tender for the whole of the unlet portion, 1750 acres at 3s per acre for 14 years The following motion by Cr Noonan seconded by Cr Cullen on the subject was moved and carried—That the Council having in view Cr Black's report on their Ashburton reserves, and their Agent's telegram re tenders, agree to accept Mr D. McDowell's, on the understanding that Soland's lease be terminated, and tbe Town Clerk ba directed to telegraph acceptance of tho same. AVOIiK. CO-IMITTi-K. Cr Cullen verbally reported that that the bridge at Goodwin's forge had been rendered safe for traffic. The work was being done 1 y day labor. Cr McGregor read a report of the action taken by His Worship, the Town Clerk and himself on the morning of the lltb of June last, on the occasion of the floods. An expense of £1 9s Gd had been incurred for day labor. The action of His Worship was approved of. WHARF REIOKT. Cr McGregor read an interim report of the committee, covering a letter from the Marine Department, also a copy of a letter from the Wharfinger. 3s4d ; day labor on account of flood, £1 9s 6d. Authority was given to the Mayoi to make a progress payment on Halm's contract in terms of the Clerk of Works certificate. A certificate from the Clerk of Works was also received and passed for £2 as extras in Rhyan's Percy street contract. Cr Black handed in an account for expenses in going to Ashburton amounting £3 0s lid. The account was passed for payment, and a unanimous vote of the Council awarded to Cr Black for his trouble and report on the Ashburton Reserves, and the same ordered to be engrossed in tho minutes of tho Council. His Worship reported that tho receipts since last meeting were 18s, and the credit balance at tho Bank was £36 6s 10. TOWN CLERK'S SALARY. An application from the Town Clerk was read requesting an increase of salary on the grounds that tho duties of the office had considerably increased. Cr Cullen was of opinion that owing to the excellent way in which the duties were performed that an increase of £25 would be fair, making the salary £75, and leaving tho question of the remuneration ot other offices to the Council. Cr McGregor objected to the principal of leaving things indefinite. Ho would suggest that the Clerk should havo a fixed salary as Inspector of Nuisances nnd Returning officer—s.ty £10 for one and £5 for tbe other. Cr Chamberlain moved a motion in effect carrying ont this suggestion, and that the same be retrospective. The motion was seconded by Cr Bruce. Cr Cullen moved as an amendment that tho Clerk's salaiy be £75 per annum, and leave the question of a honorarium for other duties to the Council. Seconded by Cr Noonan, and on being put only the mover and seconder voted for it. The motion was afterwards put and declared carried. PERCY STREET. A discussion took place as to the existing culvert in Balguerie street not taking the water. On tbe motion of Cr McGregor tho culverting, of the street was deferred. BALGUERIE STREET. Cr Cullen wished to know if any report had been received on the subject of the Balguerie street improvements. Cr McGregor stated that Mr Barwick had now all the data for a repoit and specification, but as the matter was one of considerable difficulty it would take time to perfect tbe report. He had Mr Barwick's assurance that it would bo before the next meeting of the Council; the matter then dropped. APPOINTMENT OF RANGER. Cr McGregor moved tbe motion standing in bis name as to the appointment of a ranger for impounding straying cattle in the borough. The motion was seconded by Cr Cullen, and carried unanimously, Cr Chamberlain, to give effect to tho motion just carried, moved that an advertisement be inserted in the Mail inviting applications from suitable persons willing to undertake the etudes of ranger, stating terms on which they were prepared to do tbe work. The motion was seconded by Cr Noonan and carried. The Council then adjonrnek.
