AKAROA BOROUGH COUNCIL.
I The ordinary fortnightly meeting of this Council was held on Wednesday evening last at half-past seven. Present j His Worship the Mayor (in the chair), Crs Noonan, Gutberlet, Sunckeli, Chamberlain, Bruce, Brown and McGregor. The minutes of tbe previous, special and ordinary meetings were read and confirmed. CORRESPONDENCE. Tho Clerk read the outward correspondence. Letters were read— From Mr J. C. Boyle, asking if the Council's reserves at Ashburton were still to be let, His Worship reported that he bad answered the letter, referring the applicant to tbe Council's agent, Air Gundry. The action was approved. From the Upper Ashbuiton Road Board, asking if the Council would sell an acre of their Ashburton reserves as a gravel pit. Answer to be deferred till the report of Cr Black should be received. From Messrs 11. Matson and Co., (forwarded from County Council) asking for an order to submit tho Council's reserves by auction, along with those of . the Kaiapoi Council. The lime for tl c sale sale has passed, and the letter was received. From the Akaroa School Committee, giving notice of (heir intention to erect a fence round the school ground, and asking for a donation of £. ; 5 towards the tilling in which would he necessary. Consideration of the request was deferred to a later stage of tl c meeting. From Mr H. Aylmer, asking permission to erect davitls for his boat on the jetty next the Government boat. On the snggestion of Cr McGregor, the letter was referred to the Wharf Committee. WHARF COMMITTEE. Cr McGregor reported (verbally) that this committee had re> eived a letter from tbe Marine fDepartment, informing them that the wharfinger had been instructed to pay over to the Council nine-tenths of the dues collected since the Ist of June last. They had received no answer abcut the question of the lamp. In the same connection the Mayor mentioned that he had heard a s-tatement as to the cost of lighting the lamp on the wharf. He thought this charge excessive, and suggested that the whole question be left in the hands of the Wharf Committee. A resolution to that effect was carried. CHARITABLE AID. in the absence of Cr Black, the Mayor reported that he and tbe Chairman of ihe County Council had waited on Mr Montgomery with reference to the Charitable Aid Bill to be brought before the Assembly next session, Mr Montgomery had promised to communicate with the Council cur ng its progress, and to receive any suggestions from the County and Borough Councils on the matter. GOODWIN'S BRIDGE. Cr Bruce brought up a report drawn up by himself and Cr Cullen respecting this bridge. They found that the bridge was unsafe for heavy traffic. They considered that £2 or £3 would render it safe for the next twelve months for foot or horse traffic, and recommended that this be done, and that a rail be erected to stop heavy traffic. Cr McGregor moved that tiie report be received and its suggestions carried out. Cr Sunckeli thought it a pity, while they were at it, not to spend a few pounds more ' and make a good job of it. He wished lo propose an amendment to that effect. Cr McGregor had been opposed to the ' appointment of the Committee, but he thought now they had gone to the trouble '. of examining and reporting on tho mat- ! ter, it wouldbe very ungracious to decline '. to act on their suggestion. ; The Mayor concurred, and the resolution ( was carried, ' I'INANCIt;. Cr McGregor seconded the motion, and, in doing so. said he thought the Council would bo doing a gracious thing in acceding to the request. The School Committee were spending £50 in erecting a fence, s Tbe place was a most public one, and be felt that they ought to assist another • public body in conferring a public bene- , fit. I The Mayor opposed the grant on tbe ground of ihe state of their funds. On a division there voted for the resolu- • tion. Crs Bruce, McGregor, Sunckeli, and Gutberlet; against it—Crs Chamberlain, Brown, Noonan, and tbe Mayor. The , Mayor gave his easting vote against the r resolution which was consequently lost. ( Ryan and Co. put in a claim for £4 for t extras, which was refercd to the Clerk of ' works. With reference to Halm's contract at W-eckerlo's culvert, Mr P.arwick reported ( that ho could not take the work off his . hands, as he had not followed the specifications. The contractor put m a 1 alter , explaining the matter from his point of view. Cr Bruce thought the matter should be referred to to the sub-committee appointed to let the work. The Mayor pointed out that the moment , the work was let the functions of tbe com- , mitteo ceased. Cr Chamberlain thought they lwust i support their Clerk of Works, otherwise what was the use of employing him ? i Cr McGregor concurred, and moved a • resolution that the letter of Mr Halm be i referred to Mr Banvick. Carried. ! HARBOR ACCOUNTS. ; Pursuant to notice, Cr McGregor moved that £400, standing to the credit oi the ■vharves account, l»o placed as a fixed i depositc in the Baidc of New Zealand for six months. Carried. THOSE LAMPS AGAIN. Cr Chamberlain moved that the use of three of the lamps be granted to him to be lighted on the breakwater at his cost. Cr McGregor said it seemed that they were about to bo inundated with a flood of benevolence and kerosene. Be had not = the slightest objection to tbe request being r granted, but thoughtitshould bedistinctly •j understood that if the work were undertaken it would be properly carried out, in . fact, to use a colloquial expression that it would not be made a '■ lark" of. [ Cr Chamberlain said be was perfectly . willing to carry out the work according to the terms of the contract the Council had formerly had in force. Cr McGregor was perfectly satisfied with the assurance, and the motion was carried unanimously. J CATTLE DRIVING DV LAW. 3 Cr Sunckeli, pursuant to notice, moved that By-law 42, relating to the driving \ of cattle through the Borough, be re- - pealed. Cr McGregor was with Cr Sunckeli ontho matter. But it would be necessary to . proceed regular))'. It wou'd have to be j done by special order. In some respects 1 the repeal of a by-law was more difficult than making one. He thought they i: should require legal advice. Tho Mayor cdled attention to the cs- , pense which currying out the motion j would involve. There were other por- ? _ tions ot the Bydaw« that required alteral tion. He thought it would tie better to wait and make all the alterations at once. , Cr Runc-kcll Avould be happy to assist other members of the Council, if they . wanted any other alterations made. At : the same time he considered tho one in question a nuisance and ought to be done • away with at once. Cr McGregor reminded the Council that one of the most numerously signed petilit.us ever presented had been presented to the Council, asking for the repeal of this Bylaw.— The Mayor : " I signed it myself." Cr McGregor .* The Council had not even treated it with common courtesy but had simply allowed it to find its way into the wasts paper basket. Finally it was agreed toJet the matter stand over foi* the present, the mover to be at liberty to bring it on again whenever he considered the time opportune, TENDERS lam CiRAZING. The following lenders for grazing on the Council's rc-erves in Akaroa were opened : — Reserve behind Roman Catholic, Church, E. Ditely, £21 ss. Reserve near Leprun's Forge, G. Saddler, £17. In answer to enquiries it was stated that the reserves had been let at £20 and £18 respectively during* the past year. Tho tenders were accepted. NOTICE OF MOTION. Cr McGregor gave notice that at the next meeting he shou'd move that some person be appointed to impound cattle wandering in the Borough. The Council then adjourned,
