AKAROA COUNTY COUNCIL.

Tlio Council met on Wednesday oveninfr, the following , members were present —His Worship the Mayor (in the chair,) Crs Bruce, Noonan, Guthberlet, Brown. Me Gregorand Black. The minutes of last ordinary meeting and of the special meeting of 4th inst. were rend and confirmed, The outward correspondence was read. The minutes of a meeting of the subcommittee for accepting tender for work in Percy and William streets were read from which it appeared that the following tonders were opened—A, Hawthorn Percy street 14s per chain, £2 per culvert, total £8 ss, G weeks. O'Gorman and O'Sullivan William street, 17s Gd per chain total £7 17s Gd, 4 weeks; Percy htreet 17nGd per chain, total £12 ss, 4 weeks. T. S. Jolmt-ton Percy street, £1 per chain, total £14 ; William street, £1 per chain, totai £9. 11. Burke Percy street, 14s per chain, total £9 19s, 8 weeks; William street. £1 per chain, total £9, 8 weeks. C. Burns Percy street, £1 per chain, G weeks; William street, £1 10s per chain, 3 weeks. W. Jones William street, 17s (5d per chain, total £7 17s Gd. 2 months ; Percy street, 17s per chain, total £11 18s, '2 months J. Ryan Percy street, 10s per per chain, total £7, G weeks ; William street 14s per chain, total £G Gs, 6 weeks. G. Haven Percy street, Gs 3d per chain, total £4 7s Gd, culverts £3 15s, totnl £8 2s Gd. The tender of J. Ryan was accepted. CORRESPONDENCE. > Letters were read— From Treasury Wellington, advising that the sum of £2 5s had been paid to credit of the Council from the following sources — Borough Bye Laws £1 ss, Miscellaneous £1. From the Registrar General's office, asking for certain statistica for year ending 31st March. Clerk was directed to supply the information. A. request was received from the Clerk to the Licensing Bench, asking for a supplyof form of application for Publican's Licen.se. Cr Bruce, seconded by Cr Brown, moved that the Town Clerk be authorised to procure the necessary forms applied for. —Carried. Mrs Barker wrote asking what was the amount of rates due on the house occupied by her. The collector to inform her that nothing was due. Mr Griindry wrote applying for draft of Mr Campbell's Lease of part of Ashburton reserves. The Clerk reported that the mattor had been attended to. The Clerk of the Akaroa County Council, informing the Council that at tho last meeting of the Council Messrs Dalglish, McDonald and Wil'inins were appointed a sub-committee to confer with the sub-committee of the Borough Council on the subject of Hospital and Charitable Aid. Mr Ilenning (the wharfinger) embodying suggestions in reference to new wharf lights, in which Capt. Kennedy of s.s. Hawea concurred. The letter was remitted to the wharf committee. BURGESS LIST. The mayor explained, that owing to the Assessment Court being held so late, it was impossible to perfect the Burgess Roll, and advertise the waino as open for inspection as required by the Act. ITo had therefore instructed the Town Clerk to apply for a month's extension of time. Thi.-i had been done, and pending tho reply of the Colunial Secretary, nothing further in the matter could bo done in the meantime. The action of His Wor .ship was approved of by the Council. FINANCE. Ili.s Worship reported that the following fin ma had been collected since last meeting. Petroleum licenses £2, carriers do £1, pound fees, March quarter, £2 15s 9: l >d, runt reserve, Halm, £1, dog tax £1 I.os, fees and fines £2 ss. Total, £10 10s 9id, credit balance ft bnik at date £92 Is sd. The only act for payment being that of tho poundkeeper £3 15, quarter's salary, which was passed for payment.

The following- statement of lii.es and fees co.leered at tho II.M. Cmin for month ending 31st march was read from the Clerk of the Court—Bye-laws £-1, Licensing Act ss.

ANNUAL BALANCE SHEET. His Worship laid the annual balance sheet and statements before the Council duly audited, which appears elsewhere. Cr Black moved that in addition to the advertisement p.s required- by the act, 150 copies of the β-une lie struck off for circulation amongst the Burgesses. The motion was seconded by Cr Bruce and agreed to. Cr Chamberlain hero entered the Council and took his seat. PETKOLKUM LICENSE. Mr Daly applied for n Petroleum License which was granted, His Worship remarking that dealers in this article were very slow in applying for thu necessary license. Cr Cullen here took his seat. WHARFS COMMITTEE , The Mayor pointed out that in reference to the election of a committee to bring up a report on the question of the wharf which had been agreed to at a special meeting on the subject on the 4th insr. Tho election of tho committee having been by ballot was contrary to the 73 sec. of The Municipal Corporation Act, and that therefore any action the committee might take, or any report they might bring up. could be questioned. They hid met and inado certain suggestions, which the Council could receive, as the suggestions of four members of the Council. Cr McGregor said no one regretted the mistake more than he did, the matter was purely one of error. In moving at the special mooting that the committee bo elected by ballot, his only object was to enable members of the Council to vote eb way of the ballot box, who had not otherwise the courage of their opinions. As the mistake had taken place he was quite of his Worships opinion that in a matter of importance like the present the Council should proceed regularly, and with that object in view at proper time he would give the necessary notice of motion to rescind the original proposition. His Worship was anxious to get an expression of opinion from members of the Council present whether tho suggestion should be read or otherwise. Cr Cullen thought it would only encumber any action, the committee might take. It was ultimately agreed not to read the suggestions. REMISSION OF RATES.' • -, Mrs Barry applied to have her rates for the past year remitted under sec. 115 of tho net. On the motion of Cr. Cullen seconded by Cr Noo.na.n tho rate was remitted. -- &. ; AKATOA TELEGRAMS. .: Ilia Worship reported that had been receivd to the correspondence of the Council in referrence to the extra'sixpence on telegrams to Akaroa, and horhad 'observed that a fresh list of offices had been Gazetted as being exempt from the extra charge. Cr McGregor mentioned that ""he had seen Mr Montgomery that morning in Pigeon Bay who said the whole thing whs discreditable to the Commissioner of Telepraphs and that he would Wraw attention to the matter in his place in the House. Tho subject then dropped. ESTIMATES. His W«uship pointed out that it would be necessary before proceeding to strike the npw iate to prepare an estimate of the proposed Income and Expenditure , of the Council for the coming year. It had usually been the business of tho finance to do the work, but as there was no such body in existence it would be for the Council to say how the matter was to be done. Cr Chamberlain, seconded by Cr Black, moved that the Town Clerk be authorized to prepare the estimate. Cr Mcgregor strongly objected to this course, as delegating the work of the Council to an oflicer. The estimate* were important as showing the policy of the Council for the coming year, and should only be adopted after the most matured consideration. The question on being put was only supported by the mover and seconder, nnd was declared lost. Cr Cullen then moved that Crs Black' McGregor, Noonan and Gutberlet be appointed a Sub-committee to prepare the estimates in terms of Section 109 of the Act. The motion was seconded by Or Chamberlain. Cr McGregor objected to serve. On the motion being put Crs Bruce, Chamberlain, Cullen. Gutberlet and the Mayor voted in favor of it, and Crs Black, Brown, Noonon and McGregor against. The motion was declared carried. NOTICE OF MOTION. Cr McGregor then gave formal notice to rescind his motion of the 4th inst., in reference to the appointment of the Wharf Committee by ballot. The Council then adjourned.
