AKAROA COUNTY COUNCIL.

Saturday, Jan. 22

A meeting of this Council was held on (lie above elate nt the Council Chambers, Duvauchelle's Bay. Present—Messrs Dalglish (in the chair), Bradley, Gebbie, Coop, Barker, Hay, Williams, and McDonald. The minutes of the previous meeting were read and confirmed. COKUESPONDIiNCK. Letters wore read— From tho Sehvyn County Council, suggesting an alteration in tho boundary between the Counties of Selwyn and Akaroa. A portion of this boundary is described as " a stream rising , in the western side of Cooper's Knobs to its junction with the Halswell." The letter pointed out that this stream ran out and became lost in a swamp. v A letter was also read from the Little River Road Board, approving of the alteration as suggested. Also a tracing shewing the proposed alteration. Mr Gebbie fhoncht, though it was a small matter, that the ratepayers should have been consulted on the subject. It would probably save time that this should be done before any action should be taken in the matter by the Council. He moved a resolution to that effect. Tho resolution was seconded by Mr Coop, and carried unanimously. From Mr W Montgomery, pointing out that by the original Counties Act the left bank of the Halswell was the boundary of the County of Akaroa, but that by the last Amendment Act the centre of the river was constituted the boundary. He had opposed this provision, but Mr Ila'l had "nsisted on it, and it had been carried. Tho letter to be acknowledged with thanks. From the Postmaster-General (telegram) ie the Pigeon Bay mail service, which of course was out of date. From the Wairoa County Council, enclosing copies of resolutions expressing the opinion that counties should be placed on the same footing as municipalities with regard to landed endo\vments,and asking the co-operation of thid Council in the nritter. A resolution promising co-operation in the matter was proposed hy Mr Williams, seconded by Mr Barker, and carried. From the same, suggesting that an endeavor should bo made to provide for an elective clement on Waste Land Boards, and that UovernnuMit should bo requested I to make provision in fiur.ro Land Acta that Ihe Council of esich county mi.:hv elect one representative on the Boon! of such hind district.

The Council considered that this was a matter in which it woul 1 bo of no benefit for the Council to interfere. From the Ashlitirton County Council, asking the Council's co operation in procuring some modification of the proposed new railway tariff. The letter was ordered to lie on the table. From the Wallace County Council, enclosing resolutions protesting against the generalisation of the 20 per cent, oc the Land Fund, and inviting co-operation in memorialising the Government on the matter. Letter to be acknowledged. From the Colonial Secretary, calling attention to a letter from his department of July last re a petition from the Pigeon Bay and Port Levy read districts, praying for an alteration in the boundaries. The Council were now asked to transmit a formal approval of the proposed alterations. It was resolved to forward the requisite approval. From Messrs Harper, Harper and Scott, advising the Council, in the matter of tho Balguerie road, to proceed under the Public Works Act. Mr Bradley moved, and Mr Gebbio seconded—That the Chairman be authorised to take the necessary steps to have the diversion of the Balguerie road through Mr Armstrong's property proceeded with under the Public Works Act.—Carried. From the Okain's Road Board, declining to have anything to do with the Le Bone Bay pound. It appeared that the Council had provided a board of fees, etc., for the pound) but the Road Board declined to have it erected, and that it was lying on the beach. Mr Grebbie moved that the Chairman bo requested to take charge of the board He was decidedly opposed to the Council taking over ths pound. If the Road Board refused to do their duty, and the ratepayers desired the pound, let them petition the council on the subject. The resolution was carried. Mr Williams thought the matter should not be left in this unsatisfactory state. He moved that the Okain's Board be written to, asking them to put the pound in a sufficient state of repair to receive stock.—Carried.

DOG REGISTRATION. Mr Gebbie moved a resolution appointing registrars of dogs and offices for the purpose of registration. Mr Barker thought that a registrar should be appointed in Lβ Bon's Bay, and one in Little Akaloa. Mr McDonald thought they should also have one in Wairmi. Mr Williams did not see why they should not have one in Robinson's Bay. Mr Gebbie thought they would bo making a great mistaue in appointing too many registrars. The result would he that they would divide the commission too much, and not get the work done at all. Mr Hay said that more dogs were registered when they had to go either to Lyttelton or Akaroa than now when they had offices at their own doors. The Chairman ruled that no further appointments could be made until the Council knew whether the proposed candidates would act. At next meeting they could receive appli<at:ons and C 'nsider their. PAYMENTS. The following accounts were passed for payment: —Printing dog regis'e- books, etc., £13 12s 6d ; advertising, £1 10s ; painting pound board, £4 12s Gd ; petty cash, £5; dog collars, £35 17s Gd, travelling expen es (clerk), £5 ; total £G5 12s Gd. The Council then adjourned till Saturday, February ] 9.
