AKAROA AND WAINUI ROAD BOARD.
November 24tii, 1880,
A meeting of this Board was held on the above date at their offices, Duvaucheile's Bay. Present:—Messrs Chappell (in the chair), McDonald, and Williams.
The minutes of the previous meeting were read and confirmed.
CORRRSPONWCNOIS. Letters were read— From Mr J. Glynan, complaining that A. F. Hawthorne had been encroaching on a piece of land which the writer had disposed of to the Board for the improvement of the Red House road. The Clerk was directed to see into tho matter. From Messrs Hall and Sweeney, asking for a progress payment, arid a further extension of time for their Summit Road contract. On the motion of Mr Williams, it was resolved to inform the Pigeon Bay Road Board that the work was approaching completion, and ask them to appoint some one to represent them at the final inspection. From Mr J. W. Hamilton, as agent for Mr R. Townsend, stating that he had just learned that the Board intended taking a road through Mr Townsend's land at the French Farm, and asking what was the position of the affair. The Clerk was instructed to inform Mr Hamilton of what had been done in the matter. From the Chief Surveyor, informing the Board that he would have the roads mentioned by the Board graded and traversed. With reference to the new line of road at Horseshoe Bend, he asked for further particulars. From the Public Works Office, stating the plan and description of road through Rhodes's Flat had been sent to Miles, Hassal and Co. From Mr Narbey, stating that he would be willing to take the money due to him (£SO) in yearly instalments, equal to the amount of his rates. He further drew attention to the manner in which the contractors were carrying out their work on the Long Bay extension. The road was> to have been ten feet on the solid, whereas the low side had been packed up with small stones and clay.
From Mr J. Barwick, reporting that he had examined the chain reserve for a pound. He recommended two sites—viz , Libeau's corner, one opposite Mr Piper's sections. Mr Williams proposed that the site by Mr Libeau's be approved of, and tho pound be erected thereon. Mr McDonald was opposed to the matter being settled at this meeting. Messrs Shadbolt and Piper were not present, and had a right to be consulted. Further he did not believe that the Board had any right to the chain reserve.
Mr Williams said that they had met that day for the purposo of settling this matter, and he thought it would be very unwise not to settle it now.
The Chairman would give his vote for the resolutions, which was accordingly carried, as was a further oup, thnt the County Council bain form-ad of the Board's decision.
MAIN ROADS MAINTENANCE. The following report on the maintenance of tho Main Roads was read r—
To the Chairman of the Akaroa and Wainui Road Board.—Si a.--1 have inspected the whole of the main roads under contract for the twelve months, ending Ist May, 1881, and for which t'.e halfyear's payment is now due. I have, therefore, to advise that the roads under Messrs John Bu lock and Peter Shad bolt have, been completed in terms of the specification, both having really done good work. As to Edmonson's and Sullivan and Co.'s contracts, I can only advise the payment of seven-eights of the halfyearly account on Edmonson's Long Bay road contract, the side channels requiring to be run over again, and the loose stones gathered off the road, especially on the Long Bay side of the range. With regard to Sullivan and Co.'s main road contract, I can only advise payment of five-eights of the amount due for the half year, as the work has not been carried out as in the terms of the specification. Should tho Hoard pass the whole of the amount due, there will be nothing to bind tbe said contractors to fulfill their agreement. I may state that the portion from the kainga to the Akaroa boundary is up to the specification, and from thence to Robinson's Bay in very fair keeping. The main part of the work to be complained of is from thence to the Hill Top, the side channels and small fillings being very imperfect!ydone ; ; also the broken metal has not been gathered from the side channels, etc. —I am, etc., John Barwick, Clerk.
On the motion of Mr Williams, the report was adopted and it was resolved to make payments accordingly. TENDERS. The following tenders were opened :— BARKT'S BAY SLir. Peter Shadbolt, £5 ; John Wardle, £8 ; John Gunning, £8. I OLD LE BON'S BAY ROAD. John Wardle, £11 2s ; W. Jones, £11 10s ; Peter Shadbolt, £8. Peter Shad bolt's tenders were accepted in each case. TAYMENTS. The following accounts were passed for payment :—Hall and Sweeney, £100; W. Jones, £15 ; Wise and Co., £1 12s; W. H. Henning, 2d ; Printing and advertising, £13 5s Gd. Maintenance of Roads. Peter Shadbolt, £15; 11. Edmondson, £19 13s 9d; Sullivan and Co., £53 8s 9d ; John Bullock, £19 10a ; Ditto, £2 3s. It was resolved to write to the Government, asking when the 7s Gd in £ subsidy would bo payable. The Board then adjourned till Monday,
