AKAROA COUNTY COUNCIL.

A meeting of this Council was held on the above date at the Council Chambers, Duvauchelle's Bay. Present—Messrs Dalglish (in the chair), Bradley, Gebbie, Coop, and Barker. The minutes of the previous meeting were read and confirmed. 1 chairman's statement. The Chairman made a statement as to the business to be brought before the Council,and gave a resume of the correspondence received, which appears in its place in our report. election of chairman. It appeared to be the opinion of coun cillors that it would be better to postpone the election of Chairman till the end of the meeting. Twelve o'clock having arrived, however, Mr Gebbie proposed that Mr Dalglish be re-olected Chairman for the ensuing twelve months. In doing so he spoke in most complimentary terms of the manner in which Mr Dalglish had performed the duties of the office hitherto. Mr Bradley concurred in eulogising Mr Dalglish, and had great pleasure in seconding his nomination. Mr Dalglish thanked the members for their confidence and indulgence. The motion was carried unanimously. correspondence. Letters were read :— From the Chief Surveyor, stating that he would instruct his surveyor to adopt the Summit Road as regraded by the Council as soon as he returns to the district. From Mr G. Armstrong (a memo.), re Balguerie road and his fencing. Mr Gebbie proposed that the whole correspondence with. Mr G. Armstrong re the
inversion ol' the ll.tlum-iio road be for warded to the Council's solicitors, and ask what steps the Council should now take. Seconded by Mr Barker, and carried
unanimously
From Mr W. P. Hurtstono, poundkeepcr, Le Bon's Bay, applying to the Council to effect certain repairs on that pound.
(Messrs Williams and McDonald here entered the chamber, and took their seat?.)
It was belt! that the pound Avas in the hands of the Road Board, and the letter was referred to them.
From Mr T. McMillan, Le Bon's Bay, asking the Council to form the boundary road between the Okain's and Akaroa and Wainui road districts leading down into Waikerakikari.
From the Okain's Road Board, applying for a grant of money to effect necessary repairs on their roads.
The Chairman explained that this letter was only received on the evening of their last meeting day. He saw that some coinplaint had been made as to its not having
been nnswered
Considerable conversation ensued with regard to the questions raised by the letter The general opinion seemed to be that the Council were not in a position to entertain the request, and, even if it were so, that the Board should have specified the works which were required, and what their
urgency was,
Mr Gebbie moved a resolution to the effect that the Council had no funds at its disposal for the purposes asked for, which was carried. PAYMENTS. The following accounts were passed for payment :—Travelling expenses Clerk £3, Acts £3 10s, insurance £7 9s 7d, mounting maps £4, advertising and printing £8 7s, balance of contract on maps £50 , total, £70 0s 7d. With regard to the last it n m it was resolved that the money should not be paid until a certificate had been received from the Chief Surveyor that the maps were correct. dog collars. The following tenders for a supply of 1,000 dog collars weie opened :—A. Dunbar £34 15s, average B£d ; J. Earnshaw £37 18s 4d, average 9d ; J. J. Kissel £43 10,-, average 10jd ; W. Meech £45 16s8d, average lid. Mr Dunbar's tender was accepted. POUND IN DDVAUCHELLE'S BAY. A letter was read from the Akaroa and Wainui Road Board, informing the Council that the}' accept their conditions re the erection of a pound, and that they had resolved to erect a pound upon that portion of the beach reserve opposite the property of Mr J. Libeau, jun., in Duvauchelle's Bay. A resolution authorizing the Board's action in the matter was carried ; Mr Williams expressing an opinion that it would only be fair for tho Council to recoup those Boards which had erected pounds at their own expense the amounts so expended. STOPPAGE OF MAIL. The Chairman said that was all the business, but he thought the Council should take some steps in connection with the sudden stoppage of tho Pigeon Bay Mail service. On the motion of Mr Williams it was resolved to telegraph to the Postmaster General, calling his attention to the great inconvenience caused to the public by this stoppage. AKAROA RAILWAY. Mr Gebbie thought the Council should place themselves in communication with the member for the district with reference to the progress of the Akaroa railway. He thought they had great reason to complain. A contract hail been let for only four miles. He knew himself of over 800 acres which had been put in crop solely on the strength of work on this railway being carried out as promised. Sufficient money had been voted to» complete the platelaying on the whole section, but it had not been expended. Mr Bradley had much pleasure in seconding the resolution. To complete the line for four miles, and then stop, was all nonsense. Mr Coop referred to the timber trade of Little River, which would be utterly destroyed unless the line came farther. At present it was cheaper to send waggons to Lincoln than to Green Park, the site of the present extension. Speaking for himself alone, he delivered 50 tons of timber in Lincoln every week. HONORARIUM TO CHAIRMAN. Mr Gebbie moved—That the Chairman leave the chair, and Mr Bradley take it. Mr Gebbie then moved that the Chairman receive the sum of £50 as an honorarium for the manner in which he had carried out the business of the Council. The motion was seconded by Mr Coop and carried unanimously. Mr Dalglish, on his return, thanked the Council for their consideration, and the Council then adjourned till the 22nd day of January, 1881, with the understanding that, if necessary, the Chairman would call tho Council together in the meantime.
