Constantinople, Oct. 20
News have been received that a hitch has occurred in the negotiations which, have been opened at Cettinje. The delegates of the powers are for the cession of Dulcigno. Turkish delegates demand that a " statu quo " should be maintained, as regards the territory east of Scutari which is required to be ceded to Montenegro. In consequence of this action the sincerity of the Portes offer to arrange the settlement of the Montenegrin difficuly is generally doult'd.
Paris, Oct. 20
In consequence of the action which is being taken by the Government to carry out the March decrees to complete the expulsion of members of unauthorised religious orders residing in France, the leadera of the Carmelites have determined to contest at law the legality of the action of Government in ordering their expulsion, and the necessary proceedings have been commenced.

New Zealand securities are falling : to-day's quotations are—s percent 10*40 loan, 1021; 5 per cent 1889 loan, 4i per cent 1879-1904 loan, 94|.
There is a good deal of interest taken in the forthcoming race between Hanlan and Tricket; the former is the favorite, 6 to 4 being laid on him. Agrarian outrages continue to occur in various parts of Ireland. One of a serious nature was committed to-day near Bantry. A landlord was driving into that town in his carriage when he was fired at by a party of men. The shots missed their intended victim, but the coachmnn was shot dead in his scat. Calcutta, October 18. News has been received from Afghanistan that, in accordance with instructions from India, the Karrum Valley has been evacuated by the troops which were stationed there. Intelligence also comes to hand that caravans are daily arriving at Candahar from Herat, the road between the two cities being , opened. Capk Town, Oct. 18. Telegrams have been received announcing another defeat of theßnsutos. The latter had invested Mulcting in large force, whon the Cape Rifles under Captain Carrington made a closuorate attack, and succeeded in completely i dispersing them.

The delegates appointed by the Great Powers and Turkey to arrange for the cession of Dulcigno have met at Cettinje in Montenegro, and have commenced their deliberations.
