AKAROA AND WAINUI ROAD BOARD

A meeting of this Board was held on Saturday last, the 3rd insl., at their offices, Duvauchelle's Bay. Present—Messrs Chappoll (in the chair), Shadbolt, M'Donald, Williams and Piper. MINUTES. The minutes of the last meeting were read and confirmed. INTERVIEWS. Mr Magee, Long Bay road, waited upon the Board re opening a road from Purple Peak, via Broderick's Line, to Long Bay Saddle. The Board replied that they were not in sufficient funds to undertake any large work, but would consider on the matter. They thought Mr Magee should try and do something for himself. Mr Magee untertook to find the sum of £25 towards the work; the Board to refund the same when in funds. The Board agreed to accept Mr Magee's offer, and to call tenders for the work, to be laid before the next meeting. Power was given Mr Magee to do the necessary work towards making it passable. BKr.L'B HOAD. Mr James Brown called the attention of the Board to the bad state of Bell's road, stating that it was impassable, and offering to do the necessary work and wait a reasonable time for payment. It was resolved that the Clerk should inspect the road, and report upon the matter to the Board at the next meeting. odell's road. Mr George Odell stated that the Odell's road had slipped since the last rain, and was impassable, and requested the Board to make the necessary repairs. Mr Williams thought that seeing the amount of money spent already on the road, and the few people it benefited, Mr Odell and others interested should try and help themselves, as it behoved everyone to help themselves as far as possible. It was decided that Mr Odell and the Clerk should meet on the ground, and see what was necessary ; that Mr Odell should make an offer to do the work, which offer should be considered at the next meeting of the Board. duvauchelle's hay road. Mr Libeau asked the Board what steps they had taken re closing this road. He was informed that the matter would be considered at the present meeting. GERMAN BAY VALLEY ROAD. Mr J. F. Roberts informed the Board that in accordance with a complaint he had made some time previous with regard to the bad state of the road, they had authorised a man to do some repairs, and he had made a ditch on each side, but that through the flatness of the road the ditches were utterly useless and the road was fairly impassable. He would request that the Board would make a good crown to the road for the necessary length (about five chains). It was resolve 1 that the matter be left in the hands of the Board. LE BON'S BAY ROAD. ..Mr W. G. Inman waited upon the Board re the alteration of tho road in Le Bon's Bay. He had in March, 1878, entered into an arrangement with the Board to allow a portion of the road to be altored at the junction of the Valley road, giving in exchange a portion of the Taka Matua estate. Nothing further had been done in the matter. He requested that the Board would take the necessary steps to carry out the matter. It was resolved that the Board would give their consideration to the matter, and it should be brought on again at the next meeting. , ... vogan's p.oad. ' Mr Vogan asked if anything had been done in the matter of the above road. The Chairman replied that as yet nothing had been done, as no word had been received frovn either Mr Fenton or Mr Wilkinu, although they had been/epeatedly spoken to about it CORRESPONDENCE. The following letters were then read:— From the Clerk, stating that he had 1 visited the road on Cairn's Contract, Gough's Bay road, and counted the culverts. He found the number to be twentyone, and one stone crossing, which might or might not be considered a culvert. From same, re William Kenny's Mount Bospu Road Contract, and showing that according to his measurement the balance due was £17 Is lid. Mr Fenton was blamed for having in the first place informed the Board that a certain item irrthe account rested with the option of the Board as to whether they paid it or not, and afterwards certifying to the correctness of the said item. The Board thought it was to be deprecated if the servants they employed could not be relied upon. Tho Board were liable, through such carelessness, to be Jed into very great errors. An anonymous letter was received, signed " Ratepayer," but was not entertained. The Board thought it was possibly intended for insertion in the Mail rather than to be presented to the Board. From Mr T. 0. Hay, reporting on the Haines' Summit Eoad Contract, and stating that only Mr Duxbury had met him, so he had been compelled to offer his own report. The contract was, in his opinion, in such an unfinished condition that he could not report on it in detail; the wood and rubbish that had been cleared off the width for benching had been buried on the lower side of the road, which would, when it rotted, causo the outside of the road to fall considerably. The stone walling was utterly useless, with the exception of one portion at Latter's reserve. He was of opinion that the work had been allowed to proceed under a very careless and unpractical supervision. It was resolved that the report be considered at the naxt meeting. From Messrs G. Bicitineyer and James Brown, stating that unless their claim for compensation for land taken by the Board out of their sections Nos. iioiM, 3533, and G(J4O, on uio German Bay road, and the expenses they were caused by the Board to incur in defining the bounchiiies of the said sections, were not paid within fourteen days from date, they would cause that portion to be closed. Mr Piper proposed—•" That thin Board do not recognise any claims put forward by Messrs I'rown and Breitcngei, it h-iving been arranged by the General Government

(with their consent) to cover all claims; and, also; that any action Messrs Brown and Breitemeyer take, they do so at their own risk ; and that the Chairman take immediate steps to remove all obstructions placed upon the road by any one, and take legal proceedings if necessary." Mr Shad bolt seconded the motion, which was carried. From Mr D. Curry, complaining that no steps had yet been taken towards repairing Grehan Valley road, and that the Clerk had never waited upon him as instructed by the Board. The Clerk stated that he had seen Mr Curry, and that ho (Mr Curry) was not willing to do the work for the stipulated sum. Mr Williams proposed—" That Mr Curry be referred to his interview with the Board, in which he had promised to do the work* at the Clerk's estimate, and that the Clerk had informed the Board he considered the work worth £3 10s. Seconded by Mr McDonald, and carried. From Mr William Birdling, asking the Board to forma reserve road along Barry's Bay beach, arid offering to bear half the cost. Resolved—"That the Clerk inspect the required work, and report to the Board.". From Mr K. H. Wood, enclosing cheque for rates. From Mr E. Harrington, re bad state of the road near bis property in German Bay, and asking the Board to bench it for about three chains further up. < Resolved—" That the Clerk acknowledge the letter, stating that -the Board had not sufficient funds to undertake the work.", kenny's contract. Mr Shadbolt proposed—"That a letter be written to Mr H. E. Alport, trustee in Kenny's estate, informing him that there is a discrepancy in the measurementsVand when they are definitely settled ,the Board will write further." Seconded by Mr McDonald, and carried. MAIN ROADS. The Chairman thought steps should be taken at once to see that the contractors for the keeping in repair the main roads should at once put them in proper repair. He thought they were not doing fairly at the present. Mr Williams pointed out that at present there were some who had not got their bonds properly signed. Mr McDonald thought the men should be informed that the Board did not recognise their work till their boads were signed. Mr Shadbolt drew attention to the bad state of that portion of the road known as the Horse-shoe bend. Mr Williams proposed—" That Messrs Sullivan and Co. be informed that if theif. bond is not signed within a week from date that the contract will be cancelled ; and in such an event happening before that date, the Clerk call for fresh tenders for keeping these roads in repair." Mr Shadbolt seconded the motion, which waa carried. ' : Mr Piper proposed that the Clerk be instructed to write to all the contractors for keeping main roads in zepair that this Board will givo all legal support they possess to assist them with reference' to the impounding of stock trespassing upon their respective contracts. Seconded by Mr M'Donald, and carried. Mr M'Donald proposed that Mr Edlnondson be called upon to keep the Long Bay road in repair according to specifications, failing which the Board shall call upon his sureties. Seconded by Mr Shadbolt, and carried. ENGINEERS. Mr Shadbolt proposed—"That MrFenton be written to, calling his attention to the unsatisfactory nature of his certificate in Kenny's contract, and that he be informed that, according to the Board's measurement, there be a difference of 3 chains 40 links in length, making a difference in money of £30 12s, and asking him for an explanation."—Carried. Mr Piper proposed that alternative ten ders be called both for broken and beach metal, to metal the balance of the main road, Horseshoe Bend, metal to be spread at the rate of fifteen yards to the chain, and that Messrs Williains,Piper and Shadbolt be empowered to open the tenders and accept the lowest or anyone they think advisable. Mr M'Donald seconded the proposition, which was carried. TENDERS. The following tenders were opened for benching the Long Bay road 33 chains, jnore or less— ~ James Cairns, two months, 15s per chain. Wai, Jones, two months, £1 5s per chain. Edmondson arid Co., one month, 18s per chain. Peter Shadbolt, two months, £1 7e per chain. L*.P. Johnson, three months, 18s per chain. For Head of the Bay Bridge— John Bassett and Co., lump sum, £23 It was resolved that the tender for the 10s. For Duvauchelle's Bay bridge— John Bassett and Co.; £20 10s. Head of the Bay bridge be deferred pending a proposition from Mr Shadbolt re altering position of the bridge. That Messrs Bassett and Co. be informed that their tender for the Duvauchelle's Bay bridge was considered excessive by tho Board, and that they bo offered the work at the Clerk's estimated sum, viz., £17 10. That James Cairns' tender for the Long Bay road be accepted. HAINES' SUMMIT ROAD. Mr M'Donald proposed that a deputation consisting of Messrs Piper, Shadbolt, and Williams inspect Ilaines' Summit' road, and report to the Board at nest meeting. Seconded by Mr Shadbolt, and carried. Re Mr John Gunning's account, it was decided to send a copy of it. together with

a copy of the resolution of the Board to the effect of the Board not holding themselves responsible for any unauthorised extra works done on contract to Mr Duxbury, and ask him for an explanation of the same.

The meeting then adjourned till Saturday, August 1, at the usual hour.
