AKAROA COUNTY COUNCIL.

Saturday, Feb. 28. A special meeting of the Council was held on the above date. Present—Messrs Dalglish (in the chair), Gebbie, Bradley, Williams, Fleming, Barker, and M'Donald. A letter was read from Messrs Harper, Harper and Scott, solicitors to the Council, forwarding draft by-law to regulate the licensing of Pedlars and Hawkers. The solicitors] also informed the Council that they had no power to make any by-law in respect of trespass by cattle. Mr Williams moved that the consideration of the Hawkers and Pedlars' by-law be deferred until there is a greater cause shown for its necessity in tfiis county. The resolution was seconded by Mr Bradley, and carried unanimously. This concluded the business of the special meeting, and the Ordinary Meeting was then held, the same members being present. minutes of the previous meeting wore read and confirmed. chairman's statement. The Chairman made his usual statement of the business which would come before the Council. CORRESPONDENCE. Letters were read— From the Pigeon Bay and Port Levy Eoad Boards, agreeing to the dividing boundary between the two districts as recommended by the chief surveyor. It was resolved that the Council agree to the boundary referred to. From the Pigeon Bay Board, recommending Mr William Smith for appointment as poundkeeper. The appointment was sanctioned by the Council. From the Treasury, advi&ing the payment of .£1 10s to the credit of the County fund, consisting of fees payable under the Financial Arrangements Act. The following letter was read from Mr A. Condon, of Le Bon's Bay : —

" Le Bon's Bay, " Feb. 24,1880. "To the Chairman and gentlemen forming the Akaroa County Council. " Gentlemen,—l have written so often to the Okain's Road Board, complaining about the dreadfully bad state of the road between Le Bon's and German Bay, that I am tired. I now apply to the higher institution, that is your honorable Council. "Trustingyou will remedy the great public annoyance.—Yours truly, " Alfred Condon, " Contractor for Royal Mail." The letter was ordered to be referred to the Okain's Road Board. BALGUERIE ROAD EXTENSION. A letter was read from the Akaroa and Wainui Road Board declining to undertake the expenditure of the £250 voted by the Council for the Balguerio road extension. ' Also, a letter from G. Armstrong, asking the Council to proceed with the work at once, as labor was plentiful, and it would be advantageous to have it completed before the winter set in. He also offered to superintend the work free of charge. Mr Gebbie proposed that as the Road Board had declined to expend the grant of £250 for the extension of Balguerie road, the Chairman be instructed to call for tenders for the work, to bo opened at the next meeting of the Council. The motion was seconded by Mr M'Donald and carried, Mr Williams dissenting. HOSPITAL AND CHARITABLE AID BILL. Consideration of this measure was deferred till next meeting, the sub-commit-tee appointed for the purpose of making suggestions thereupon, not having brought up any report. ENGINEERING. Letters were read from Messrs Hardy Johnston and Henry Little, offering their services as engineers to the Council. It was resolved that the Council was not at present in a position to engage the services of any engineer, and that the writers be informed accordingly. SUMMIT ROAD. j A report was read from Messrs Fenton and Wilkins regarding the Summit road diversion. Mr Baiker said the Waterfall road required no grading. This road was much easier to make than Messrs Fenton and Wilkins'. To connect Jtheir line with the Waterfall road would require two more diversions, partly through granted land. Moved by Mr M'Donald, and seconded by Mr Barker—" That the Engineers be instructed to join the Summit road graded by them to the old Waterfall road at the low saddle between Little Akaloa and Okain's Bay. Carried." On the motion of Mr Gebbie, it was resolved that Mr Barker be asked to accompany the engineers over the line. It was further resolved that it be an instruction to the engineers to use either totara, kowai, or broadleaf for pegs, Mr Barker remarking that some of the pegs which had been made use of on this line were of a very perishable nature. M'Gregor, acting clerk ... 613 4 Travelling expenses of clerk... 3 0 0 £157 0 4 DISTRIBUTION OF FUNDS. The Chairman stated that after providing for present liabilities, the Council had about £1361 in hand. The expensed for the year would absorb about £400 of this, leaving about £900 available for distribution. He would remind the Council that if any unforeseen accident occurred, such as a tlood, it would be necessary for the Council to assist the local bodies. He, therefore, would suggest that the Council should be careful about parting with the whole of their funds.

MrGebbie moved that £500 be allocated to the Boad Boards.

Before the motion was put, Mr Williams would like to know what the probable income of the Council for the ensuing year would be.

The Clerk stated that, on the basis of last year, the dog collars and slaughterhouse licenses would bring in about £400.

Mr Barker moved as an amendment that £700 be allotted.

On a division, there voted—for the amendment, Messrs Barker, Fleming, and Williams ; against it — Messrs Gebbie, Bradley, M'Donald, and the Chairman. The amendment was consequently lost, and the original motion was put and carried. c A discussion then ensued as to whether the £50 paid for grading the Summit road in the Okain's district should be deducted from their share of the subsidy or not. Also, whether the same rule should be applied to the £250 which had been votad foi the Balguerie road extension. . It was decided that, in face of the resolution passed on the 26th November last, the Council were bound to deduct the £50 referred to. Further, that no such condition having been made as to the £250 voted to the Akaroa district, the share of that Board should be paid over in full. Mr Barker then gave notice that at next meeting he would move that the resolution passed on Nov. 26 be rescinded. BALGUERIE KOAD EXTENSION. Mr Williams proposed that this work be placed in the hands of Messrs Fenton and Wilkins to peg otf and prepare specifications for tho road. Carried. FENCING OFFICES. Mr Williams proposed that steps should be taken to have the ground fenced in and the stable completed. It was resolved to invite tenders for the j work. Tho Council then adjourned till Saturday, March 27.
