(Reuters Telegrams.) (fbom the lyttelton times.) London, Feb. 28. Adelaide wheat has further advanced, and is to-day quoted at 59s 6d per 496 lbs, ex "warehouse. The total'quantity of wheat afloat for Great Britain is 1,830,000 quarters. Australian tallow is declining, best beef to-day being worth 35s 6d ; best mutton, 36s 6d per cwt. Feb. 24. In the House of Commons yesterday, Sir Stafford Northcote, Chancellor of the Exchequer, gave notice of motion haying for its object the punishment of members who systematically obstruct the business of the House, The motion proposes that members guilty of obstruction shall be temporarily suspended from the privilege of sitting in Parliament. The Standard of today, alluding to Sir Stafford Northcote's motion, hints that Goverment will dissolve Parliament unless obstruction can be overcome. Feb. 25. At the wool auctions to-day, 8400 bales were catalogued. Prices being firmly maintained. In the House of Commons, motions were made to restrict the duration;of Parliament to fire years, and also to abolish the immunity of members of Parliament and Peers from arrest. Both motions were defeated. Calcutta, Feb. 23. Advices have been received from Cabul stating that General Roberts has offered to hold a conference with Mahomed Khan and other insurgents for the purpose of discussing the position of affairs in Afghanistan, and the question of the future rulership of that country. St. Petersburg, Feb. 22. The Academy of Forest Culture at Moscow was totally destroyed by fire to day. One of the students of the Academy who is believed to be implicated, has been arrested on a charge of incendiarism. [Argus' Special.] London, Feb. 22. The Canadian Parliament has voted 100,000 dollars (about £21,000) towards the Irish Relief Fund. [Age Special.]

The British Government have acceded to the request to appoint a representative of Great Britain at the Melbourne Exhibition.
It is considered probable that., Lord Beaconsfield will dissolve Parliament on March 3.
The Nihilists have threatened to fire St. Petersburg, and destroy all the public buildings, unless more liberal government is conceded.
The latest news from Afghanistan states that several leading chiefs have manifested an apparent willingness to
submit.
