AKAROA AND WAINUI ROAD BOARD.
Saturday, Feb. 21. A meeting of this Board was held on the above date, at their offices, Duvauchelle's Bay. Present—Messrs Chappell (in the chair), Williams, Piper, Shadbolt, and M'Donald. INTERVIEWS. Mr Jos. Libeau waited on the Board to enquire what state the arrangements for closing the old Duvauchelie's Bay road were in. Mr Libeau was informed that the memorial to the Governor had been prepared, I and only awaited the signatures of some of the members. Mr W. Wright had a similar enquiry to make with regard to the French Farm road. It was stated that the initiatory steps had been taken, and the matter would be put through without delay. Mr li. Latter asked the Board to make Home bridges on the Barry's Bay Valley road. There were three crossings which were impracticable fora dray. The usual reply was made, viz., that the funds would not allow of anything being done at present. Mr T. Martindale wanted a deed of conveyance from Libeau to himself of some land which the Road Board had promised to procure for him in accordance with an agreement made with regard to an ex-; change of roads. Mr C. Bates came io ask if the Board would help him to make a road to enablt his children to get to school. Mr Knight had given him permission to make a road through his land, and he would ask the Board to help him in making it. Mr Bates was informed that the Board could not spend public money on a private road, but if he could obtain Mr Knight's consent to an exchange of road for road, the Board would entertain tho proposal. MINUTES. The minutes of the annual meeting of ratepayers, ixnd also those of the previous
meeting of the Board were read and confirmed. MOUNT BOSSU ROAD. A letter was read from the County Council in relation to the question of the division of the balance in the hands of the Council for the purpose of this work. Mr Williams pointed out that it was requisite that a letter should be written which would fully explain the matter to the Council. Mr Piper proposed that a draft letter in reply be submitted to Messrs Shadbolt and Piper before being sent to the Little River Road Board. Seconded by Mr Williams, and carried. RHODES' PLAT ROAD. The acting clerk to the County Council wrote, pointing out that in forwarding the result of the public meeting on this road, the Board had omitted to state their own decision on the matter. Mr Shadbolt moved that the Board supply the omission by endorsing the decision of the public meeting of ratepayers re the road in question. SUMMIT ROAD FROM HILL TOP. Messrs Fenton and Wilkins wrote, asking who had charge of this work, and stating that the Pigeon Bay Board had made it a condition that they should be employed to supervise the work. The correspondence bearing on the subject being looked up, it was found that no such condition had ever been agreed to, and it was resolved to inform Messrs Fenton and Wilkins that the Board had never given them any instructions in the matter. M'PHAIL'S CONTRACT, MOUNT BOSSU ROAD. The engineers reported on this work, stating that the work, with the exception of the bridge, had been satisfactorily completed. IMPOUNDED LAND FUND. The Secretary to the Treasury wrote, intimating that a sum of £115310s 6d, being the Board's share of the £100,000 surplus Land Revenue o£ Canterbury, had been paid in to the credit of the Board. It was resolved to write to the Government, pointing out that the amount was not in the same proportion as the allotment of the last £55,000. SUMMIT KOAD. Mr Hall, contractor for this work, waited on the Board to ask what he was to do about the diversion through Mr Latter's property. To enable the contractor to get on with the work, it was resolved to take a mile of the work off his hands, so that he could complete that much while waiting for the completion of the conveyance. BKIDUE ON FRENCH FARM ROAD. Mr S. Hunt wrote, making an offer to construct the above bridge for the sum of £45. Mr Hunt to be informed that the Board were willing to let him the work at their overseer's estimate, £40. BALGUERIE ROAD EXTENSION. A letter was received from the County Council, stating that £250 had been voted for the construction of this road, and that it would be placed at the disposal of the Board on the usual conditions accompanying special grants. The letter also enclosed the report of the Chairman of the County Council and Mr Wilkins on the road in question. A letter on the same subject was also received from Mr J. P. Mullen, cautioning the Board that he did not admit the correctness of the road as shewn by the present fences, and stating that he would reBist as a trespass any diversion from the correct line as laid off on the original maps and Crown grants. Mr Piper moved—"That the special grant made by the County Council for the further extension of the Balguerie road, and offered to this Board to expend be declined, they considering the expenditure of any sum of money upon the present line thoroughly wasted." The motion was seconded by Mr Shadbolt and carried. m'phail's contract. Mr W. "MvKay wrote in answer to a request from the Board, offering leave to Mr M'Phail and others to draw material for the Mount Bossu road bridge through his properly. To be acknowledged with thanks. SLIPS ON LONG BAY ROAD. Mr V. Masefiekl wrote, calling attention to the slips on the above road, and also asking the Board to do something to the Gougli's Bay road to make it passable. Mr Maaefield to bo informed that the matter would receive early attention. DIVISION OF COUNTY FUNDS. The Port Levy and Pigeon Bay Boards wrote, concurring in the opinion expressed by this Board as to the distribution of funds. NUISANCE. In answer to a letter, complaining of a nuisance, Mr J. Castle wrote, stating that he would send a man over to inspect the alleged nuisance, and if he informed him that it was necessary he would abate it. The Clerk was ordered to take proceedings at once to have the nuisance abated. kensy's contract. Mr Kenny wrote, stating that ho would have the road in Wainui completed before next meeting, and asking the Board to instruct the Engineer to inspect it. The matter was left to the Chairman to attend to. PAYMENTS. The following accounts were passed for payment:— J. Barwick, salary £43 15 0 Do. stamps, &c. ... 014 9 B. Shadbo't, sundries ... 011 1 W. Latter 50 0 0 £95 16 4 The Board resolved to allocate the funds in hand by paying 70 per cent of outstanding claims, and then adjourned till Saturday, March 5.
