AKAROA BOROUGH COUNCIL.

Wednesday, Octobeb 1

The usual fortnightly meeting of this Council was held on the above date at their office, Balguerie street.

Present —His Worship the Mayor (in the chair), Crs Cullen, Wiggins, O'Reilly, Bruce, Henning, Meech, and Penlington. The minutes of the previous meeting were read and confirmed. POUNDKEEPER. Mr Hahn, poundkeeper, was in attendance to inform the Council that he was prepared with sureties, in accordance with a letter which he had received from them. His Worship promised to see to the matter. CORRESPONDENCE. The Clerk read the outward correspondence. Letters were read— From Mr C. F. Barker, enclosing receipt for his account for advertising. From the Returning Officer, notifying the return of Mr VV. H. Henning as a councillor in place of Cr Beecher. From Mr R. Noonan, Fire Inspector, drawing the attention of the Council to the fact that the public halls in the town did not comply with the Act, inasmuch as the doors did not open outwards. The Clerk was instructed to write to the proprietors of those halls which were licensed, calling upon them to make the requisite alteration. FINANCE. It was reported that since last meeting £48 13s, chiefly from rates, had been paid in. PAYMENTS. The following accounts wre passed for payment: — J. Burke, painting bridges ... 019 0 £32 3 8 LIGHTING. Cr O'Reilly wished to bring before the notice of the Council thelmanner in which the lighting contract was being carried '■/Vy

out. The contractor was allowed five days before the full moon and one day after. This made seven days. From the 24th September to the present night there was no lamp lighted, and that made eight days instead of seven. He would move that the penalty he enforced for the night in question.

The contractor for the lighting was in attendance, and explained that he had fallen into the error through consulting an almanack which gave the phases of the moon according to the longitude of Greenwich. This made the full moon come on the 29th September. Cr O'Reilly wished to know if such were the case, and how it was that the contractor had not .lighted the lamps on that evening.

Cr Wiggins, having heard the contractor's explanation, would still second Cr O'Reilly's resolution. Supposing he had made a mistake, he should have made another one that night and lighted the lamps.

Cr Henning moved an amendment to the effect that the contractor be cautioned and discharged. He thought there appeared to be a disposition to " sit upon " the contractor. He could not forget that Cr O'Reilly proposed accepting a higher tender than that of the present contractor.

Cr O'Reilly retorted, and maintained that he was acting only in the interest of the ratepayers.

Cr Penlington advocated not enforcing the penalty this time.

Cr Meech approved of the motion, and yet did not approve of it. He was in favor of adhering to specifications, but at the same time he thought the enforcement of the penalty would come very hard upon the contractor. The amendment was carried by five to two. FENCING ASHBURTON RESERVES. On the letter from Mr T. S. Johnson re fencing portions of these reserves being read, it was agreed that a letter be written to Mr Johnson, asking him to furnish an estimate of the cost of the proposed fence. TREES GRANTED TO BOROUGH. Cr Henning wanted to know what had become of some trees which had been received from the Domain for the purpose of being planted about the Borough. The question seemed to excite the risibility of Councillors in an extraordinary manner, but no one keew anything about them, except that some of them were "growing." Cr Henning could not see that it was a laughing matter. Those trees were worth from 2s to 3s each, and it was highly discreditable to the Works Committee that they had not been planted in some public places in the Borough. OFFENSIVE DRAIN. Cr O'Reilly called attention to the offensive state of a drain opposite the residence of Justin Aylmer, Esq. The culvert needed lengthening. They had timber in hand, and it would not cost much to have the work done. Consideration of the matter was postponed till the appointment of the usual committees. ELECTION OF COMMITTEES. The following committees <vere elected, .the former.. discharged:— Finance—Crs Hounihg, Penlington, and Meech (chairman) ; Works—Crs O'Reilly, Bruce, and Penlington (chairman) ; Sanitary—Crs Wigging, Armstrong, and Henning Lighting—Crs Bridge, Cullen, and (chairman) ; the Mayor to be ex officio a member of all committees.
