ELECTION NOTICE. TO THE ELECTORS OF THE DISTRICT OF AKAROA. ;, aENTLEMEN,— As the present House of Representatives will shortly be dissolved, and writs issued -fof the election of members to serve in thanew Parliament* I have the honor to ask you to again return me as your representative. I hold precisely the same political opinions -which I enunciated when I addressed the electors on March 6 last, namely— The extension of the franchise, to include manhood suffrage with the residence qualification. Representation on the basis of population ; population to mean all natural born or naturalised subjects of Her Majesty, in all districts in which the Queen's writ can run. Triennial Parliaments, Unsectarian Education. Property tax in aid of indirect taxation, so that every man shall contribute according to his means to the revenue required to meet the necessary expenses of the Colony. Public Works where necessary '■ to establish communication between various parts of the Colony, and to develop its resources ; such works to he undertaken only after careful survey, estimate of cost, and consideration of the financial condition of the Colony. Economy in expenditure.—ln order that the business of the country may be properly conducted and oppressive taxation averted, I believe rigid economy must be enforced in every department of the Government. lam firmly of opinion that a large saving may be made in the annual expenditure. . Since I last addressed you the Native question has assumed such prominence as to threaten the peace of the Colony. I consider the great mystery which has enshrouded Native affairs for so many years must he dispelled for ever ; that personal Government in Native matters must be abolished ; that the Natives should be treated justly and kindly, but that, for the future, the supremacy of the law must be upheld, and promptly enforced. In conclusion, I beg to add that believing it is of the utmost importance that a House of Representatives should be elected at the earliest date possible under laws securing the extended suffrage of the people and a re-distribution of seats on an equitable basts, I shall, if I have the honor to be returned as your representative, assist to the best of my ability in passing the necessary measures during the ensuing session, so that a reformed Parliament may be called together early in July, 1880.
