AKAROA AND WAINUI ROAD BOARD.

Monday, April 29. The usual fortnightly meeting of this Board was held on the above date, at their offices, Duvauchelle's Bay. Present—Messrs Williams (in the chair), M'Donald, Chappell, Curry, and Shadbolt. The minutes of the last meeting were read and signed. INTERVIEWS. Mr Walmsley waited upon the Board in regard to the proposed Wainui Pass road, and stated that he would t&ke £10 per acre for any land required for the purpose of making the road, and for any portion of the severed road, and also.requiring the Board to fence on one side. Mr W. Wright waited upon the Board, and requested that a road be made from the end of Woodill's contract to his father's house, Island Bay, and stating that the road would be easy of formation. The matter was left in the hands of the Board.

Messrs Hunt and Wright wailed upon the Board, and stated that Mr Dicken had informed them that he could not attend the proposed deputation as he had not received the necessary intimation. Mr Hunt was anxious that the road should be proceeded .with. - ; The Chairman explained that the Board could not undertake the work under the present understanding ; what would have to be done was to get the consent of all parties interested, and put the road under the " Public Works Act." The understanding arrived at was that it was a matter for the " Public Works Act, 1876," which required 40 day's notice. " children's bay boad. Tenders, were ordered to' be called! fo> regradingand building a bridge over the creek at Children's Bay. The Clerk was directed to make a specification for the same. SUMMIT ROAD BETWEEN LE BON'S AND LONG BAY ROAD. On the motion of Mr Chappell, it was agreed to call for tenders for that part of the Summit road from the Carriage Drive to Long Bay road, to be graded and reformed. Seconded by Mr M'Donald, and carried.

BARRY'S BAY CULVERT. Mr M'Donald proposed that the Clerk of Works prepare plans and specification for a stone culvert with broadleaf top at Barry's Bay, and another at the front of Mr Stewart's house, and call for tenders for the same at once. ; The motion was seconded by Mr Chappell, and carried. Mr Shadbolt was in favor of bricks, but the Clerk of Works was not able to supply an estimate of the work. road to wilson's, lecomte's, and saddler's road, waindi. Eeports on these roads were read from the Clerk of Works, and also specifications for the works. The Clerk of Works also read a specification he had prepared for the Wainui Valley extension road. Mr M'Donald moved, that Wilson and Lecomte's road, and Watkins and Saddler's roads, and also the extension of the Wainui Valley road be put in hand, and tenders be called for. The motion was seconded by Mr ■ Shadbolt, and carried. RETURNS. A return was required by the Registrar General's office from Road-Districts of statistics up to 31st March, 1879. The clerk was directed to supply the necessary information. A report was also received from the Public Works office, requesting a statement of the expenditure of the Board to March 31 last. The Clerk was also directed to see to this. COUNTY ROLLS. A letter and copy of the new Electoral Rolls for the Berard Riding, County of Akaroa, were open for inspection at the office of the. Board up to May 15. RHODES' FLAT ROAD. The following letter was received from the Chief Surveyor relating to this road:— [Section 10209.] " I do not think that under the Public Works Act, 1876, any survey is required for closing a road shewn either in existing Crown grants or on one of the public maps of the Province, at any rate only such measurements can be needed as will i show where the commencement and end of the road to be closed is situated with reference to the nearest sectional corner. " Notwithstanding that a road may have been constructed or fenced on the ground in a place different from that shewn on the grant, it is manifest that, if such road is to be closed, the plan representing it must agree with the Crown grant or public map, otherwise when the plan is registered in accordance with the 31st clause of the Act quoted it will not accord with the existing registered title, and youwould be closing a road that did, not exist on the deeds and leaving open a road that was shewn on such deeds. " The sub-section of clause 93 of the said Act simply states that 'the Board shall have a plan prepared of the road proposed to be stopped, therefore of any road proposed to be closed it will be sufficient to prepare a plan from the public ! map, verify the same with existing Crown grants, and clearly shew by measurement if necessary the beginning and end of the said road and its connection with the nearest sectional corner; such a plan would be duly certified if sent through a Road Board with an intimation that all the requirements of the Act had been complied with" (Signed) John H. It was resolved that Messrs Fenton and Wilkins be> directed to supply plans in accordance with Mr. Baker's letter for the Mount Bossu road, through Mr Rhodes' property, Wainui, to enable the Board to call a public meeting on the subject.' The motion was carried' unanimously. ' FRENCH FARM ROAD. Messrs.Fenton and Wilkins wrote, stating that the grading of this road is now completed and also the survey less the trig correction. The plan would be ready at end of week, and wishing to know if the Board wished specifications. WAIKERAKIKABI EOAD. Messrs Fenton and Wilkins reported to the Board that this work ie graded all but 25 chains, which will be done in a day or two. As soon as the whole length is chained a report will be submitted. The work would have been completed but for rain and fog during the past week. The matter was ordered to stand over in the meantime. m'phail's road. A letter was received from the Clerk of the Little River Road Board, stating that a petition had been received from Messrs A. M'Phail, Jas. Wright, A. C. Knight, and H. Nibblett, asking that the road made by the first-named gentleman be continued to Mount Borpu alonp; the \ve.-;ten.i i.iue oi: the hill by the Littio IJiver road, and stating that, in the event of this being done, the Little River Eoad Board were willing to do the remainder through their district. The Clerk informed the Board that the work was already let and in hand, and that he had previously informed the Little River Road Board of their action in the matter. c. bates' road. A letter was received from A. C. Knight, Esq., in regard to the exchange of road for road to Mr Bates' property. It was agreed that Messrs Curry and M'Donald and.the Clerk of Works be appointed a deputation to inspect the road

The matter then dropped. • >\ GRADE OF WAIKERAKIKARI ROAD. A'petition was received from Messrs Daly, E. Lelievre, J. Lelievre, F. Lelievre, and Masefield Bros., stating that a better line might be found though a little longer, but it would be cheaper in*'the end. The petition was referred to the Engineers for an explanation, of the reason for taking through the,lino as proposed ; A letter was received from Mr J. P. Mullins, complaining that the continuation of the Balguerie street road cut up his . property into* small- pieces'. n The Clerk of Works stated that wliat, was set forth way not- true. .. :It was resolved to defer the consideration of the matter until the road was shown upon the plan by the Engineer. LONG BAY ROAD. A petition was received from a number ofresidents.in Long Bay, asking a road to be made do\vn the ' Long r Bay -spur to Narby's house. ■ Trfe sam'j persons had signed a petition a short time ago in favor of the Purple peak road. The matter was relegated to the Clerk of Works to report on, this master along with the grades of the Waikerakikari road at the next meeting of the Board. FRENCH FARM ROAD. A letter was received from Mr T. S. Baker,- stating that he was unable to meet, the Chairman of the Board through sickness, and a statement was made by Mr Baker to the Clerk of the Board that it was owing to pressure of'business that he was unable to meet the Board at Mr Nalder's office in regard to the ; title of the land. The Chairman stated that evidently there was little desire on the part of thdse most interested to meet the Board, and the Solicitor had informed him that it was doubtful if a title could be given f6r the land. . .... ' ■DEPUTATION BE WAINUI MAIN ROAD. Mr A. C. Knight waited upon the Board, asking if the Board would make the piece of road between Vangioni's and Kenny'e contract 20 feet wide, treating it as a main road. At present the piece of road made was merely a good bridle track. He also objected to any amateur .laying off. roads. He was quite prepared to take any road if laid off. by a professional gentleman. The Chairman objected to any person : dictating to the Board as', to what was to be done in the directing of forming lines of roads. The deputation then withdrew. • WAINUI PASS BOAD. Mr Wahnsley wrote, offering to take £10 per acre for land required for Summit road, the Board fencing both sides. From D. Kennedy, stating he could not make any offer until he knows wherei the proposed road will run. From Luke Perhain offering to take road for road as far as the old rbad will cover the new. Mr M'Donald stated that he was willing to do what was fair by the Board, and the matter was left over for a fortnight. Mr L. Perham suggested that the proper way to take the French Farm road was up the valley, and not along the ridge at Hunt's as laid off by Mr Wilkins. Mr M'Donald moved that Mr Wilkins be instructed to connect a branch road with the present new line laid off through the French Farm property, the said branch to run through Messrs Baker, Wright, and Perbam's properties, following the southern side of the Main French Farm creek, and that Mr Wilkins request the sub-surveyor to pick it up where it tops the unsurveyed land, and that the Chief Surveyor be written to, asking him to instruct the District Surveyor to pick up the line referred to. Seconded by Mr Curry, and agreed to. PUEPLE PEAK EOAD. C. J. Manders stated that he was quite willing the Eoad should be passed, and , that cattle had trespassed on the Road and also that the ratepayers were satisfied. The Clerk was directed to visit and report. , BRIDGE, AYLMER'S VALLEY ROAD. Mr W. Bruce wrote, wishing a bridge to be formed to his property, The Board resolved that as their property fronted the creek the Board could, not find the bridge. bell's road. Mr J. Brown complained that the new I road up to Bell's property was laid nff into his property to which he objected. The Board resolved to draw the Engineer's attention to the matter and report to the Board. CEMETERY FENCE. It was resolved to call fresh tenders for fencing the Cemetery "ground, at the rerequest of Mr Thos. Brooks. : ONDKU ROAD. . Messrs Moore and Keegan wished a bridle track to be formed through their land to Aylmer's sections. The Board pointed out that the present road now reached their property. MORGAN'S ROAD. Mr Chappell moved that the road to Mr Morgan's house be widened to the width of 15 feet to the Long Bay new road, being part of main road. Seconded by Mr Curry, and carried. MOUNT BOSSU ROAD. ' It was agreed that the matter of widening the road to 20 feet be deferred until tenders are ready to be called for the work. AMOUNT OF RATES COLLECTED In reply to the Chairman, the Clerk stated that a sum of £65 was in the hands .ot the Collector ; outstanding last year's rates, £7. The Clerk was directed to request the Collector to pay the money into the Bank at once. PIGEON BAY SUMMIT ROAD. The Chairman reported that he had seen Mr Latter in reference to the amount of land required for the Summit road. Mr Latter was quite willing to treat with the Board after seeing plans and specifications. The matter was further left in the Chairman's hands. ,

FRENCH FARM ROAD AND " PUBLIC WORKS ACT. ,, That as soon as the plans were ready for this road, the matter be put under " The Public Works Act," and advertised in the usual manner. The motion was made by Mr Chappell, and seconded by Mr Shadbolt. DEEDS. The Clerk was directed to get a number of deeds, that had been executed, from the Board's Solicitor. odell's road.
