A Russian Circular note has been issued to the Powers pointing out certain questions regarding the Treaty of Berlin which are still undecided, and may lead to fresh local disturbances. Four Russian officials were murdered by Nihilists. Strong measures have been taken for their repression. March 13. The Victorian loan is a great success. About double the required amount was subscribed. Two and three quarter millions were taken at 99 and upwards. There were 1300 tenders. ■,- An important; discovery has been made at Middlesborough, which greatly reduces the cost of producing steel. . The tenders for the new Victorian loan amount to £8,500,000. The full amount required was offered at £98 19s, and one-third at £98 18s 6d. The marriage of the Duke of Connaught was celebrated to-day. The Queen was present. In the House of Commons to-day, the Under Secretary of State for Foreign Affairs, in replying to a question, said that a Manchester firm had despatched a supply of ammunition to Mozambique, bnt the British-Government, had taken steps to prevent it reaching the Zulus. The Chancellor of the Exchequer, in replying to another question, said that the British Government were disposed to recommend to the Sultan an Englishman, if one was asked for, to administer the finances of Turkey.
March, 14. A despatch by the Marquis of Salisbury, dated Jan. 26,. has been published. It states that the action of the Russian officials in Bulgaria and Roumelia has been contrary to the Treaty of Berlin, and has aggravated the difficulties of the present situation. The despatch urges the immediate separation of Bulgaria from Roumelia. The Bank rate is 2|. The Bank reserve is £19,312,5007 The proportion of the reserve to liabilities is 50 per cent. Tenders are invited for a cable to the Cape. A Committee has been appointed by the Minister of Agriculture and Commerce at Paris to collect exhibits for the Sydney International Exhibitioh. The Under-Secretary for Foreign Affairs has announced flint he is informed that the arms shipped from Manchester to Mozambique were not intended for the Zulus. The Chancellor of the Exchequer, in reply to questions, said it was not intended to supersede Lord Chelmsford. The Lasitania has arrived from Aden. Mutton tallow, 36s* Paris, March 13. The Chamber of Deputies rejected the resolution for the impeachment of the Broglie-Fourton Cabinet by a large majority. The Government intimated they would resign if the motion were carried. Bt, Pktkrsburg. March 13. Two secret printing presses have heen discovered litre, and in consequence several arrests have been made.
