AKAROA BOROUGH COUNCIL.

Wednesday, October 16. ■ The usual fortnightly meeting of thfl Council was held in the office on the above date, at 7.30 p.m. \ A special meeting had been called fo. 7 p.m., to confirm the resolutions of tho special meeting of Friday, 12th inst, but up to the usual hour of meeting, the only] councillor who put in an appearance was Cr Penlington. ' The ordinary meeting of the Council was then held. ' Present — Crs Penlington, Annand, Sunckell, Billens, Bridge, Cullen, andO'Reilly. In the absence of his Worship the Mayor, Cr Penlington was voted to the chair. The minutes of v last meeting were read and confirmed. i* COBRESPONDEN.K. %

The outward correspondence was read and approved of. A letter was received from the Colonial Secretary's office, stating that the Government proposed to pay the subsidy due* to the Council, as in former years, in two instalments, the first in the present month, and the other in March next. Also, from the Colonial Secretary 1 /in reference to the Council's letter enquiring when the Crown grant for the. reserves would be ready, informing them that the matter had been relegated to the Crown Lands Department. Mr H. Lake, stationer, Christchurch, wrote, stating that the errors in his account, had now been set right. Mr C. F. Barker, Christchurch, wrote in reply to a telegram from the Council, asking for time to consider the question of the value, &c, of the Council's reserves. Mr E. W. Morey, the con.tr.ctor for Farr's bridge, wrote, offering to take what earth he required for filling up •dilie spandrels of the new bridge from fhe top of Lardner's hill, in Jollie street, if# he Council find an extra man and pay parting, or he would do the whole work for the sum of £5. ■ • ■■». - ,;*

Cr Bridge moved that Mr" Morey be written to, stating that the Council will not allow him to take material from the banks of the creek if he injures," them in any way. whatever, but would allow him at his own cost to take the stuff from top of Jollie street if the gravel was replaced. Cr Sunckell seconded the motion., Cr Annand moved, as an amendment, that the contractor be allowed t°. take the clay wanted off the top of Jollie street, * the Council paying him £2 lOs for the i work * ~ . + '

Cr Bridge would withdraw his motion in favor of the amendment if it were distinctly understood that the gravel was to be put back again. Cr Annand's amendment was ultimately carried, with Cr Bridge- addition. RETORT OF CLERK RE WORKS. The Clerk read a long report .nd estimate of .certain works in Muter street, referred to in last works report, also giving measurements of cutting attop of Benoit street. ', i ; |• \ ; The report was, on the' motion of Cr O'Reilly, seconded., by Cr-iSunekell, received. The Clerk, as directed at last meeting of Council, brought up an estimate of stationery required for the ensuing six months amounting to £5 4s 6d. Cr Cullen moved that the Clerk be directed to procure the stationery in the cheapest place when he requires it. Sej conded by Cr Annand, and carried. | .PAYMENTS.. .' Anderson, closet pans ... 20 18 0 In regard to the last, item, closet pans, a long discussion took place. A list was read, showing to whom they had been supplied, who had paid for them, and the balance in hand. Cr Billens moved that the account be referred back to Mr Anderson, requesting him to state who had ordered th.m. The motion was seconded by Cr Cullen, and carried, Cr O'Reilly dissenting. The item £30, first progress payment for bridge, was, on the motion of Cr Cullen, seconded by Cr O'Reilly, deferred until a certificate was procured from the Clerk of Works certifying that the payment was within 75 per cent. Cr Cullen moved, and Cr Sunckell seconded, that Maltby's account 17s, and Burkes account 7s 6d be passed for payment. Agreed to. WORKS. Cr O'Reilly moved that the work mentioned in the Clerk's report, and marked No. 1, be put in hand at once, tenders to be sent in at next meeting of the Council. It was the only available road to that part of the town, and benefited a large number of ratepayers. The motion was seconded by Cr Bridge, and agreed to. Cr Cullen moved that the advertisement calling for tenders should only be inserted . twice in the Akaroa Mail, as oftener was a waste of money. The motion was seconded by Cr Sunckel and carried. Cr O'Reilly moved that the police be requested to put in a culvert at the drain in Balguerie street leading to the station. Some doubts having been expressed as to whose business it was to make the culvert, Cr O'Reilly's motion did not find a seconder. Cr Cullen then moved that the Clerk b. directed to cover over the crossing to the Police Barracks if he considers it necessary. The motion was seconded by Cr Billens, and carried, Cr O'Reilly dissenting. Cr O'Reilly suggested that a grating should be placed at tbe end of the culvert, at the Bank of New Zealand. Cr Annand mentioned that he had heard tbat the Road Board was about to sell the office in Akaroa, and should like the Council to have its share of the proceeds. The proportion of the Borough to the Board's rates at the time of severance was 5-12ths.
