AKAROA BOROUGH COUNCIL.

Wednesday, October 2, 1878. The usual fortnightly meeting of the Council was held on Wednesday evening, in the offices of the Council. Present —His Worship the Mayor, Crs Waeckerle, Sunckell, Cullen, Penlington, and O'Reilly. The minutes of the last meeting were read and confirmed, with the exception of the part referring to the termination of slaughter-house licenses, which, on the suggestion of Cr O'Reilly, was corrected to read in terms of clause 23 of "The Slaughter-houses Act, 1877," to end on the 31st December in each year. The outward correspondence was read and approved of. CORRESPONDENCE. From tho Town Clerk, Ashburton, re- . questing a copy of the standing orders of the Council. The Mayor stated that a copy had been forwarded. The Poundkeeper sent in his report for the month of September, amounting to £1 ss, which was received and adopted. Mr Morey wrote, stating that he would put a ring of asphalt on the top of the arch at Farr's bridge for the amount of £2 ss. Cr O'Reilly was of opinion that however good the thing was, he was not in favor of altering the specification in any way. Cr Penlington thought it might be a good thing to do, and it was customary. Cr Cullen moved that Mr Morey's letter be not entertained. Cr O'Reilly seconded the motion; which was put and carried. T. Crompton wrote, offering to supply closet-pans in quantities of 50 and upwards, at lis 3d each. A letter was received from the Akaroa and Wainui Road Board re lamp at Waeckerle's corner, and also as to the bad state of the road leading into the town, and enclosing cheque for half the amount of the erection of lamp, £3 9s lOd, also refusing to pay half-cost of maintenance of lamp, and intimating that a contract had been let for the improvement of the road to the end of the town at Waeckerle's. The following report of the Works Committee was then read :—

" Akaroa, 2nd October, 1878. " His worship the Mayor, Akaroa Borough Council. "Sir,—ln reference to a resolution passed at the last ordinary meeting of the Council held on the 18,thiSepti I beg to inform you I have examined;. Muter street and have to state that 1 consider ihe improvement thereof woald be/a* more, costly affair than might be anticipated. In. the first plaoe there is the Reduction of the pinch commencing about the corner of part of section/No j2QOj, and some 3ft to 4ft of the'crbwn of this pinch would have to'be cut down and wheeled into the hollow between it and. Balgderie street, and on this some shingle would have to be laid so as to afford a fair footing for horse traffic. The ditch also on each side of the street would have to be formed so as to give the water free access to the side channel on the Southern side of Balguerie street. The next place of importance to be attended to is thebreak or deep gully between the last place mentioned and Mr Lelievre's house, to allow the water to pass through this gully a culvert 2ft x 2ft x 40ft would have to be bedded and the material from each side j wheeled on to it. At a rough estimate I' consider it would require not less than 10ft on each side of the gully to be cut down so as to make anything like a fair gradient. My time has been so taken up since the last meeting that I have been unable to make a vertical section of this work, and without this information I should hardly like to state what it would cost as I should only be jumping at a conclusion which might be the means of misleading the Council. If therefore this matter is delayed until the next meeting! shall be in a position to state accurately what would be the cost of the work. With reference to Balguerie street, I think it would require forming throughout, putting pipes in side channel, and cowstructing footpaths thereon —a work which I think financially the Council could not entertain at present. With regard to the culvert at bank which crosses Lavaud street, I believe _ this is formed of good sound totara, and if such shouid prove to be the case, all that is necessary would be to remove the top covering, clean out the culvert, and replace tbe top —a trifling matter which could be done by day labour. " With reference to other works in the Borough in this case also I have been unable to afford the time to report thereon. " I have the honor to be, Sir, " Your Obedient Servant James F. Roberts, C.E. Cr Waeckerle moved that the report as read be adopted, and further time given to the Clerk to prepare the necessary pians and estimates of the Works, and that the culvert at Bank of New Zealand be put in hand at once by day labor. Lake, stationery 1 14 6 Fire Insurance 3 10 0 £12 1 6 Cr Cullen moved that the above accounts be passed for payment. Seconded by Cr O'Reilly, and carried. BY-LAWS. Cr O'Reilly wished to know what steps had been taken to publish the by-laws, and would propose that •' they should be published at once." The Mayor stated that he had not published them, as there was no distinct resolution on the subject; if the Governor should disallow them, a large expense would be incurred, and in the position of the Council's funds, this should be avoided. Cr Cullen would not vote for the motion, as a great expense was imminent, and an amended Municipal Bill was now before Parliament dealing with this very matter. Cr O'Reilly's motion not being seconded, was not put. SLAUGHTERING LICENSES. Cr Penlington Avished to know what part of the slaughtering fee was to be paid for the current year. Cr O'Reilly moved that the full amount of. license fee be charged to the end of the year, aud that the licenses be issued at once. The motion was agreed to. ESTIMATES. Cr O'Reilly would move that the Clerk make up a list of the stationery and other office requisites for six months, and that the same, after being submitted to the Council, be procured at once. The Council never met but little bills were being s*ent in for stationery, and his motion was for the purpose of putting a stop to this. After some further remarks from other members, the motion was agreed to. OLD MATERIAL AT EARR's BRIDGE. Attention was called to the fact that the material of the old bridge where the new one is being erected in Jollie street, was being taken away. The Clerk was directed to inform the contractor for the work that the conditions of his contract stated that it was the propertj** of the Council, and that he must prevent its being removed. MOTION RE COUNCILLORS. The Clerk reported that he had not had time to make up the return mentioned in the motion carried'at last meeting, of the various payments made to members since the election of the first Council. j Cr Penlington moved, and Cr O'Reilly | seconded, that the Clerk not having had time to supply the information mentioned in the motion, that the matter stand over until next meeting of the Council. Tbe motion was put and carried. The Council then adjourned.
