AKAROA COUNTY COUNCIL.
A special meeting of this Council was held yesterday, at the Hill Top. Present:—Messrs Latter (Chairman), Baker, Hay, Gebbio, Bradley, Priest, and Dalglish. ......
The meeting was called pursuant to notice, in order to confirm, or otherwise, the by-laws relating to slaughterhouses. The minutes of the last special meeting having been read and confirmed, the bylaws considered at that meeting were adopted.
The ordinary meeting was then held, the same members being present. Mr Barker entered the room soon after the meeting commenced. The minutes of the previous meeting were read and confirmed. SLAUGHTERHOUSES. Aletter was read from Inspector Broham, consenting to Sergeant Ramsey being appointed Inspector of slaughterhouses. Resolved that the Sergeant of Police be appointed Inspector of Slaughterhouses, receiving the fees as remuneration, and making a monthly return. The Chairman was authorised to take the necessary steps for bringing the bylaws for the regulation of slaughterhouses into force, and to proceed to issue licenses in accordance therewith. ENGINEER. The Chairman reported that letters had been forwarded to the various Road Boards re appointaient of County Engineer. REGISTRATION OF DOGS. The Chairman said the Road Boards had been written to as to appointing their clerks registrars of dogs. All the Boards which had answered the letter agreed to the proposal, except the Akaroa and Wainui Road Board. This Board said that they "had appointed" James Hartley registrar, and the office of the Clerk of the Resident Magistrate's Court, the place of registration. With regard to this reply, the Chairman pointed out that the Board had no power to appoint any one. Even the Council could only recommend the appointment. Neither the Resident Magistrate, nor the Clerk to the Court knew anything about the office being used for that purpose. After some discussion it was agreed that the officers of those Boards which had consented together with the Clerk of the Council should be appointed registrars, and that the Chairman be authorised to appoint a registrar in Akaroa and one in Port Victoria. DETENTION OF CANTERBURY LAND FUND. A letter was received from Mr J. L. Wilson, Chairman of the Committee of Road Boards, enclosing circulars respecting the action being taken to recover the portion of land fund detained by the Treasury. The Chairman stated that he had forwarded the circulars enclosed. The matter then dropped. COMPENSATION CLAIMS. The Chairman stated that on the 13th March last he had forwarded a circular letter to the various Road Boards, asking for information as to old claims for compensation. All the Boards had answered except the Akarca and Wainui Board. On the motion of Mr Hay, seconded by Mr Dalglißh, it was resolved that the claims already sent in be forwarded to Mr Montgomery, asking him to urge the Government to their favorable consideration. MOUNT BOSSU ROAD. An .application was received from the Akaroa and Wainui Road Board, asking that the sum in the hands of the Council for this road should be handed over to them.
The Chairman said he thought that this sum and others which were at present lying in the Bank of New Zealand in various accounts should be transferred to the County Fund account. They could be kept in an account separate from the ordinary one, but it would save a great deal of trouble in operating upon the account as required. Mr Bradley moved, and Mr Hay seconded a resolution to the effect that the Government be asked to allow this money to be withdrawn from its present accounts to a special account under the control of the Council. Carried. The letter was ordered to be acknowledged, and the Board to be informed of the foregoing resolution. PIGEON BAT WHARF. A proposed list of wharfage rates for Pigeon Bay was read. With certain trifling alterations, the list was agreed to, and ordered to be referred to the Board. The rates as amended are as follows:— s. d. Single parcels, under lOOlbs ... 0 1 Sawn timber, per 100 feet 0 2 Firewood, per cord 1 0 Posts and rails, per 100 1 0 Palings, per 100 ... 0 2 Shingles, per 1000 0 3 Cheese, per ton 1 6 Wool, per bale 0 6 Grain and grass seed, per sack ... 0 2 Boot crops, per ton... 1 6 Horses and cattle, each 1 0 Sheep and pigs ... ... ... 0 1 All other goods, weight and measurement, per ton... .. ... 1 8 Half wharfage along the foreshore, within a mile of the main jetty, Pigeon Bay. PAYMENTS. The Chairman announced that since their last meeting the Council had received a sum of £155 for license fees. They were therefore in a position to pay their accounts.
Accounts to [the amount of £48 6s 8d were then passed for payment.
Amounts of £57 2s 10d and £80 respectively were also paid to the trustees of the Head of the Bay Cemetery and Recreation Grounds. AKABOA HOSPITAL. The Chairman mentioned that he had had an interview with Mr March respecting this Hospital. He informed the Council as to the expense - of the Hospital,, particulars of which appear elsewhere in our columns. He considered that legislation on the subject would be necessary, but in the meanwhile thought it well that the Council should possess the information available on the subject. PURAU TRACK. The Chairman stated that as the Council was now in funds, it wai probable that something would have to be done to this road. With a view to tbeir having this work or others needing to be attended to, he had communicated with Mr Wilkin, the only available engineer in the district, as to securing his services when required. He. read a letter from that gentleman, offering hie services at £2 2s per diem when required. Hβ thought that, something should be done to this road to render it safe for life and limb. This seemed to be generally considered desirable, but an opinion was expressed that the Boad Boards through whose districts the road passed should be written to, asking them to improve the road. Resolved that Mr Wilkin be requested to inspect the road, in question,, and to furnish an estimate of the expense necessary to effect repairs sufficient to render it safe. RESERVES AND COUNTIES. It was moved by Mr Bradley—"Thatin the opinion of this Council the reserves in the various Counties, not otherwise allocated, should be vested in their Councils, and that the Chairman forward a copy of this resolution to the Hon John Hall, Chairman of the Selwyn County Council, asking him, if not opposed to hie own opinion, to advocate this view at the Conference to meet on August 6." Carried. DISTRIBUTION OF REPRESENIATION. The Chairman said they were aware that a general election for the Council would take place next November. A feeling had been expressed that some parts of the County were not fairly represented— that Little River had not its fair share of representation. If it were thought desirable to make any change, it would not be at all too soon to commence. He read a return, shewing the valuation of the various road districts, and the members that sat for them. From this it appeared that Akaroa and Wainui, with a valuation of £10,800, had two members; Little River, with £10,600, one; Okara's, £4500, three; Port Victoria, £3000, Port Levy, £3000, Pigeon Bay, £3000, one each.
Mr Hay proposed that a special meeting be called for tho 29th August to take the matter into consideration. The motion was seconded by Mr DaJglish and carried* The Chairman was instructed to forward a copy of the resolution to the Chairman of the Okain's Road Board, and inform him that it was probable that a resolution would be proposed to. divide the Okain's district into two, instead of three ridings, and requesting him to convene a public \ meeting to recommend boundaries for the , proposed new division. The Council then adjourned to Thursday, August 29.
