AKAROA AND WAINUI ROAD BOARD.

Present—Messrs Duxbury (Chairman), Williams, Shadbolt, and Curry. The minutes of the last meeting were read and confirmed, Mr Shadbolt remarking that with reference to-the return of compensation . cases .published in the last repbrtof the Board's proceedings, he was of opinion that all the cases should have been included, not merejy those in which arbitration was had recourse to. CORRESPONDENCE. From the Blenheim, Riccarton, Heathcote, Pigeon Bay, Malvern, Ashley Waitaki, Mandeville and Rangiora, Levels, and Springs Road Boards, coinciding with the terms of Board's circular re " land endowment," and generally expressing measures taken by the respective Boards to further the scheme. Telegram from W. Montgomery, Esq., M.H.R., stating* that he was writing in reply to the Board's letter concerning land endowment. From Mr E. Chappell, putting in a claim to the Board for compersation for the summit road passing through his section No. 13,571. The Clerk was instructed to refer Mr Chappell to the County Council, who were the body calling in all claims of that nature. From Mr J. M'Laren, requesting that the Clerk pass his work as soon as possible. From Mr E Lelievre, stating that he had completed his fencing on the Long Bay road, and would be glad if the Clerk would meet him and pass the same. From J. L. Wilson, Esq., Chairman of Road Board Conference, as follows :— '• To the Chairman of the Road Board, " Sir,—l have' the honor to inform you that a meeting of the representatives of several Road Boards , in the Canterbury Provincial District was held in Christ-, church last week, for the purpose of considering what steps should be taken to ensure the due payment of the balance of the Canterbury Land Fund accruing to County Councils and Road Boards to the 31st December last.
" After a full discussion of the subject, a committee was' appointed, with instructions to take legal;, proceedings if found necessary for the recovery of the full amount legally payable by the Government, and also to invite the co-operation of all the local bodies who are interested in this question. [ . ' ,
" It is now ascertained that the Government will attempt to make large, and as the Committee believes: entirely unauthorised deductions from the.balance in their hands, which will reduce the sum to be paid over to a mere fraction of that whioh is legally payable, the Committee has therefore felt it its duty to initiate legal proceedings for the purpose of obtaining, if possible, for the local bodies, the full amount due to them.
" I have £he honor to request that yon will be good enough, at your earliest convenience, to bring this important subject under the notice of your Board, or ascertain whether they will be ready to cooperate with other Road Boards in Canterbury in the course above indicated, and will be prepared to contribute to the cost of legal proceedings in the . proportion in which they are interested in the balance •of land fund which the Government is attempting , to appropriate. "I shall also feel obliged by your stating whether in your opinion it is desirable that another meeting should be held, or whether your Board will be content to leave the matter in the hands of the Comniiittee already appointed. The Board decided to inform Mr Wilson that they entirely endorsed the action of the Committee, and that they would afford them every assistance in their power.
LOCAL ELECTIONS ACT. Thp Chairman said that he thought it would be if the Local Elections Act was brought in force by the Board. The present system was very faulty, and he felt sure the ratepayers would be glad to see the other adopted. The Board were unanimous upon the matter, and, in accordance with the Act, a public meeting was ordered to be called for the 3rd prdx. at 11 o'clock in the forenoon, in order to obtain an expression of opinion from the ratepayers. Mr A. M'Phail waited on the Board with reference to the Mount Bosau (? road, the <dire"<3tj<sn of wKicli. as jjpfe carried out by the Board, lie ; to6k exception to on the ground that it only benefited one person. . ~...,. . . The Board decided they could not Interfere with the outlay of funds that had been voted for a special purpose. Mr M'Phail also objected to paying rates for property which was not in the Board's district. He had received the notice, but would request,the Board to remit the rate, and strike him 0$ the roll. In default of this*he would go further in the matter and contest therpayment* ;"• " -■ .The Gl^rk : explained that: Mr MThail was duly on the roll, and had the usual notice served on him accordingly. Mr M'Phail urged that he had paid these, rates to the Little River Road Board, and could not be expected to pay them twice over. . ' ■ ,
The Board decided that if Mr M'Phail would.produce the receipt from the Little River Board, they would remit the rate.
This Mr M'Phail would not accept as a decisive answer, and the matter was allowed to remain as it was, the Board being given to understand that the rate would bo contested.
Mr W. Kenny was present, and complained that he could not obtain satisfaction with regard to his tender for fencing on the Long Bay Road.
The Clerk was instructed to write, authorising Mr Kenny to proceed with the fencing through Mr Lelievre's land ;■ also, to write to Mr Breitmeyer, drawing his attention to the specification for his contract on the German Bay diversion ; also, to report to the Board on the state of the French Farm and Wainui roads.
The Engineer was instructed to proceed at once with the necessary work on Mr Libeau'a road ; also, to lay off the Okain's road from Piper's junction to main road near Mr Curry's. The Board desired it to he made known that they were anxious to further the wishes of the settlers on the Long Bay road with regard to opening the road for traffic, but that they did not see their way to do so until the culverts were in, as it would be manifestly, unfair to the contractor. ' Some discussion of a conversational character took place with regard to the Engineer's appointment, &c, which being satisfactorily settled, the Board instructed him to proceed as soon as possible with the work on the Mount Bossu road. A plan'of a-brick bridge, submitted.to the Board by Mr E. W. Morey, was examined. The Board were of opinion, however, that the waterway was too small to carry off any .storm watej or heavy fresh. ■ -■>-■.■• , Tenders, building bridge and formation of harIUNGTON's ROAD, GERMAN BAY. Sigley and Dixon, seven weeks', £83. J. Wardle and Co., five weeks, £49 14s. W. Kenny, six weeks, £76 10s. T. Brough, six weeks, £61 10s. The tender of J. Wardle and Co. was accepted. STEVENSON'S BRIEGE. Reid and Bassett, five weeks, £95 10s. Sigley and Dixon, five weeks, £89 Bs. T. Brough, two months, £78 10s. The tender of T. Brough was accepted. The Clerk was instructed to call for tenders for fencing in the ground around the new Road Board office, also for the erection of a six-stall stable and out-build-ing, PAYMENTS. £. s. d.
