AKAROA AND WAINUI ROAD BOARD

Adjourned Meeting.

Monday, April 29. Present — Messrs Piper (Chairman), Curry, Shadbolt, and Williams.

CORIU.SPO_.DENC_ Letters were read—

From Mr R. W. Wood, of Montgomery and Co., re the clearing of Harinan's track, asking that the' contractor might be instructed to take the . wew line of road, as shown on a tracing enclosed.

The. Chairman stated that the contractor was clearing the new line.

From Mr H. G. Watkins, asking that the same track might be cleared for an additional 20' chains, to meet the portion which ho had already cleared.

The Clerk was instructed to get the additional chains cleared at the contract rate.

From Mr 0. W. Bridge, as attorney for Robert Townsend, stating that the French Farm Valley road, as at present laid out, through section 100, was utterly useless to the settlers whom it was designed to benefit. The letter was.dso signed by Messrs S. Hunt, W. Wright, T. S. Baker, and Thoma3 Dicken.

It was decided to call the attention of the petitioners to clause 96 of the Public Works Act, which refers to roads stopped for the benefit of private persona.

From Mr S. Hunt, offering to supply stringers and bearers for French Farm Bridge at 2s 3d per running foot.

Ordered to be referred to the contractor.

From Mr Harrington, German Bay, complaining of the state of the road leading to his property.

The Clerk was instructed to inspect the road in question, and report to the Board.

From Mr J. B. Sheath, promising drain pipes per next trip of the Antelope.

From Mr H. T. Worsley, calling attention to a promise of the Board to construct the upper portion of the Grehan Valley road.

The Clerk wa_ instructed to call for tenders for this road from the end of the present contract up to Mr Worsley's place.

From Mr E. Chappell, asking that some culverts be placed, on Morgan's, road, and offering to cart the pipes for that purpose free of cost.

The Clerk was instructed to inspect the locality, and report on the matter.

From Mrs Hannah Wright, complaining that she had been rated in the Little River district, as well as in the Akaroa and Wainui.

It appeared that a former letter on the same subject had already been received. It was decided that the Board could not deal with the matter, and that she should have appealed to the Assessment Court.

From J. Giynan, re the dispute as to veracity between him and J. Vansjioni. To be acknowledged.

From the, same, asking for protection in the matter of the road through his property, as he stated that the public were threatening to obstruct him, and would not allow him to stop the old road.

It was decided to inform Mr Giynan that the Board would protect him as far as they had power to do so.

From the Chairman of the County Council, asking for the decision of the Board and plan re the Duvauchelle's Bayroad diversion.

The decision of the Board and plans were directed to be supplied as asked for.

From E. C. Latter, declining to act as arbitrator on behalf of the Board, as his time was too fully occupied.

The Clerk was instructed to ask Mr Bell to act, and, if he were willing to do so, to request him to put himself in communication with Mr Bushel], the other arbitrator.

From the "Chairman of the County Council, requesting the Board to allow th Electoral Roll, of Berard Riding to remain open for inspection at their office till the 15th May.

From the same, offering to pay the £300 compensation to Mr St. John, conditionally on the Road Board undertaking to! pay whatever other ] expenses were necessary, and opening /the road forthwith.

The Chairman pointed out that the Board had no data to go upon as to what liabilities would be incurred in the matter. The arrangements had been made in the Engineer's office in Christchurch and the correspondence was not in the office.

It was decided to write to the County Council that the Board would undertake to finish the road, in question, but would request the Council to ascertain what other liabilities there might be in connection with St. John's Estate, as the Board had not sufficient information on the matter. From the same, informing the Board that Mr J. R. Brown had been appointed Engineer to the County, and asking whether the Board would at once require his services. It was resolved to forward to the Council the regulations and conditions for alteration of roads, and to ask whether Mr Brown was able to fulfil the conditions therein mentioned. From the Public Works Office, requesting the Board to furnish certain returns as required by section 13 of the Public Works Act, 1876. The returns required were ordered to be furnished.

At the suggestion of Mr Shadbolt, the Clerk was authorised to obtain some clerical assistance.

From the Engineer, asking for a settlement of his claim for the survey of the Horeshoe Bend road diversion.

The question of the Engineer's account came up for discussion.

Mr Currie proposed, and Mr Williams seconded—" That the Board tender Mr Fenton £30 in discharge of his account." Carried.

The Clerk was instructed to advertise the closing of the Duvauchelle's Bay bridge.

On the motion of Mr Williams, the Clerk was instructed to call for tenders at once for the erection of offices at the Head of the Bay.

The Clerk was instructed to procure some grass seed, and have the slopes of the newly benched roads sown.

Mr Williams moved—" That a circular letter be addressed to County Councils and Road Boards, asking them to use their best endeavors through the members of Parliament to procure grants of land to be allocated to the different road districts, as endowments in aid for keeping main roads in repair, the same to be held in trust by County Councils." Carried. It was resolved to call for tenders for metalling the new German Bay road.

The Board then adjourued to Saturday, May 11, at 2 p.m.
