It is expected that the Ambassadors in Berlin will draft a proposal for Congress, which will be acceptable to England and Russia. The Queen's proclamation prohibits the exportation of torpedos. The Press approves the British expeditionary force to Malta. The Paris Debats doubts the sincerity of Germany's mediation. The Russian army withdraws from Constantinople, and the British Ironclad Squadron from the Sea of Marmora to facilitaie the meeting of Congress.
