(Reuters, Per Press Agency.) London, March 22.
Lord Derby stated that Government had not demanded the admission of Greece to Congress on the footing of guaranteeing powers. They only asked a hearing. Russia had not replied to England's request regarding peace conditions, or submitting them to Congress. Unless Russia submits it would be better to have no Congress.
