AKAROA BOROUGH COUNCIL.

An adjourned meeting of the above was held in the new offices of the Council, Balguerie-street, on Thursday evening, December 13.

Present —Councillors Cullen, Penlington, Waeckerle, Sunckell, and O'Reilly,.

Considerable difficulty and delay took place in the appointment of a chairman, all the members present proposing chairmen, without finding seconders. At last, on tlie motion of Cr Sunckell, seconded by Cr O'Reilly, Cr Waeckerle was Chosen as chairman.

The minutes of the previous meetingwere read and confirmed.

The Chairman stated that on the previous evening (Wednesday) a quorum was present, and he knew it, although he had seconded the motion for adjournment, as he knew it had been arranged outside that the business should not proceed that evening. The minute of the lapsed meeting was amended, so as to shew that a quorum was present on the evening in question. correspondence. A letter was received from Mr J. Daly, agent for the Liverpool and London Fire Insurance Company, enclosing Corporation's fire policy, endorsed, so as to cover risk in new offices, and a cheque for £2 14s, being rebate on improved risk. The Colonial Secretary acknowledged receipt of the Town Clerk's advice of the election of Mr 11. G. Watkins as Mayor A copy of the •' Marine Act 1867 Amendment Act" was received from Mr Montgomery, and ordered; to lie on the table. The Clerk intimated that he had received from the Poutidkeeper for sale of.' horse, together with the fees for last month, the sum \Ctl £3 ss. bridge near higgins' forge. Cr O'Reilly brought under the notice of the Council the bridge over the creek near Higgins and Co.'s forge. He had examined it, and found that the two middle stringers were quite rotten. Crs Sunckell and O'Reilly were both of opinion that two new beams were all that was wanted to make the bridge good. for traffic, and strongly objected to as much muney being spent in advertising the bridge as would repair it, which had been done in the case of Farr's bridge.

Crs Cullen and Penlington objected to any patching of a bridge on such a report as was before them, as they believed the amount so spent would be wasted, having had a little more experience of these matters than Cr O'Reilly. Cr Penlington would point out that in regard to advertising, a serious responsibility rested on the Council, and in case of accidents, they would be found liable in damages if the state of the bridge was not made publicly known.

On the motion of Cr Penlington, seconded by Cr Cullen, it was ultimately agreed to let the matter stand over till next meeting of the Council. APPLICATION ; FOR BOOTH. An application was received from Mrs P. Malmanche, to erejct a booth on the 17th instant,"on the foot|vay under Mr Watkins'verandah. The Council did not see their way to give formal leave to use the site in question, as at would form a dangerous precedent, and it. was doubtful if they had the power, iCr Sunckell remarking that he was sorry .Or Wagstaff was not present, as he would p doubt have his support,.to prevent an obstruction more objectionable than the *'doorsteps." It was agreed to allow the request on the day in question, if Mr Watkins did not object. PAYMENTS. The following accounts, on the motion of Cr Sunckell, seconded by Cr Cullen, were passed for payment: Clerk's salary ... A. ; ... £8 6 8 Mai thy, on account off contract 5 0 0 J. J.Kissell, rent ...] ... 312 4 j £16 19 0 APPOINTMENT JOB* VALUER, Cr Penlington movbd, seconded by Cr Cullen, that the Clerk be appointed valuer for the Borough, for the new Roll, in terms of " The Rating, Act, 1876," at the rate of £3 3s, as stated in his application. Mr McGregor was the pnly applicant. TRACING OF BOROUGH MAP. Cr O'Reilly said hefhad been requested by the Police to bring tinder the notice of the Councilthe desirability of supplying, them with a tracing of |tbe Council's map, as in pounding horses and cattle, they often did not know where they found them.

Cr Cullen suggested that the maps were always open for the inspection of the Police.in the office, andihe'objected to the expense. The matter tfien dropped. ..,.,.. . Cr Sunckell •moved that the Collector be instructed to issue summonses for all rates now outstanding, so that' the whole might be settled before the end of the current month.
