London, November 12. The Russians are bombarding Batoum. An . official Turkish despatch from Kars states that the Russians summoned the garrison to surrender. The Turkish Commander declared he resist to the last extremity. Nov. 13. Plevna is completely invested. The Daily News states that it is amply prbr visioned.
