AKAROA BOROUGH COUNCIL.

Present His Worship the Mayor, Crs Wagstaff, Simckell. Billons, O'Eeilly, Annan d, Meech and Waeckerle. CORRESPONDENCE. From W. M. White. Dunedin, enclosing business circular re manufacture of drainage pi pes, -etc. From the Colonial Secretary asking for a return of rates of wages, prices of provision.s etc., at present existing in the Borough. Proposed by O Wagstaff, seconded by Cr Meech, that the letter be received and replied to. From F. Hahns, poundkceper, enclosingpound report, for month of September, shewing ;i receipt of 13s. 6d. from this source. The report was accepted. From E. 0. Latter advising shipment of timber. From the Secretary of the Akaroa Regatta, asking on behalf of the connnitte, for the sole control over, and use of, the reserve opposite Brace's Hotel, and Messrs. Garwood and Co.'s store on the day of the 16th December, 1877, with a view to sub-letting the same, and thereby augmenting the Regatta funds. Proposed, by Cr O'Reilly, seconded by Cr Wagstaff, that the request be acceded to.
The Mayor stated that he had received a verbal communication from Mr Latter, to the effect that he would be unable to arbitrate in the matter of the Borough Council and Messrs Sigley and Dixon, on the date proposed, as he would be engaged with Mr Latham, the Lakes' Trust Engineer, but that he would be willing to do so if the parties concerned were agreeable to postpone the arbitration. The Council resolved to postpone the matter, subject to Messrs Sigley and Dixon's consent.
From J. Manning, thanking the Council for alterations effected in regard to the street lamps, but again urging the necessity of their opening to the north instead of as at present. In reference to this matter, Cr O'KeillY said that people had complained, anl he himself had observed, that the lamps on one or two occasions had been out before half-past eleven. Cr Billens was of opinion that the work had been very well done. He had had occasion to be out late for a short time pant, and had never noticed any irregularity. Cr O'Reilly proposed, Cr Wagstafjt seconded, that the clerk be instructed to write to the lamplighter directing him to keep the lights burning for the specified time. WORKS COMMITTEE. The Works Committee reported that a culvert had been temporarily repaired in Aylrner street, and that the clerk had been
instructed to see Mr Billens with regard to strengthening the straps of tlie kerosine lamps, and the replacing of the panes of glass that were too small. Oil the motion of Cr Annanp, seconded by Cr Wagstaii'f, the report was adopted. SANITARY COMMITTEE. Cr Waegkerle made a verbal report, which was taken down in writing by the clerk, that in consequence of a letter received from'Mr E. LoPron, stating that a tenant of his had complained about Mr Wagstaff's pig styes, the Sanitary Committee had visited the place, but conld find no nuisance arising from the same, and that the neighbours had no complaint to make whatever. The Committee were of opinion no further steps could be taken in the matter until the bye-laws were brought in force, when Mr Wngstnft would see that the distance prescribed by them would be observed. Cr ifIIKiLLY proposed, and Cr Meech seconded,that the draft report as read be adopted. PAYMENTS. Town Clerk £8 6 8 Kent 1 12 0 G. Lardncr 0 0 6 E. C. Latter 26 11 0 J. Curtis 8 16 6 11. Edmiindson ... ... 700 Ditto 1 10 0 Poundkeeper 3 15 0 Re Mr 11. H. Fenton's account, it was resolved that one portion be paid, less ill Is., namely £9 19s. 6d. The account for Aylnier street to stand over until the completion of the specification and plans. The clerk was instructed to write to the Police, drawing attention to the number of cattle o-t large in the streets, also to ask for a return shewing the balance due to the Council for dog taxes.
Or Waeckekle proposed, Cγ Suncjcell seconded, that the Mayor and Crs Meech and Wa£ staff be authorised to sign cheques on behalf of the Council.
On the motion of Cr Meech, seconded by Cr Sunckell, it was resolved to advertise twice in the Akaroa Mail, on the sth and 25th instant, that all rates due to the Council must be paid during the present month.
A notice of motion, tabled by Cr O'Reilly, that 1000 ft. of 8 x 3 planking 14ft. long, be obtained for the purpose of bridge mending, was agreed to. It was reolved that the timber on hand be properly stacked, the clerk being instructed to employ day labor for the same. The Inspector of Nuisances stated that he still had to complain of the condition of the out-offices in connection with the public school, police barracks, and Government buildings. Cr Meech • proposed, and Cr Wagstafp seconded, that clauses 236, 237 of the Municipal Corporations Act, 1876, be put in force.
In reply to a question by Cr Wagstaff, the clerk stated that notice had not been served on those persons who had obstructions on the footways opposite their properties, owing to the motion having been brought forward during a press of work caused by the election, and its being considered that the matter could stand over for a short time. The clerk was instructed to comply with the terms of the resolution forthwith.
The Council then adjourned.
