AKAROA AND WAINUI ROAD BOARD

Prssent :—Messrs. Piper, (Chairman,) Shadbolt, Williams, and Lelievre. Before proceeding with the order of business, the Chairman requested Mr. Fenton, who was in attendance, to explain re the specification made in Everall and Gunning's contract, for reforming part of Pigeon Bay road, &c, and which had been deferred from last meeting. Mr. Fenton read that part of the specification, shewing the conditions under which the work was to be accepted, and passed, viz., that the work was to be done in two months from date of acceptance of tender, to the satisfaction of the superintending engineer, and subject to the approval of the Provincial Engineer. It appeared that the work had not been completed until long past contract time, that it was re-let, and had failed to give the satisfaction required. The Clerk was instructed to reply to Mr Joynt, solicitor for Messrs Everall and Gunning, that as the work had not been completed in contract time, was re-let, and failed of approval, the Board did not hold themselves responsible for the amount claimed. CORRESPONDENCE. Letters were read, from the Secretary, to the Treasury, Wellington, informing the Board, that a sum of £3400 16s lid had been remitted to the credit of the District Fund account, of the Akaroa and Wainui Road Board, in the Bank of New Zealand, being their share of the funds accrued to the county of Akaroa, amounting to £10,235 lis Id, disftcfßuted under section 35, of the Financial Arrangements Act, 1876. From Mr. Waeckerle, drawing attention to the dangerous turning of the mainroad just by his residence, and requesting the formation of a curbing, after the plan of a sketch, which he enclosed. Mr. Shadbolt was of opinion, that it was a very bad place, and something should be done. He thought there should be a better approach to the town than the present. After some discussion, it was agreed to let the 1 matter stand over till the next meeting. From Messrs Archer and Trigg, offering to supply manuka spars, in 9ft or 12ft lengths, Ift in diameter, for culverts in Aylmer's Valley road, at the rate of 8d per running foot. It was agreed to defer the matter to allow the Clerk to see if any stone could be procured there for the purpose. From H. Magee. drawing attention to the state of the Long Bay road, and requesting that it might be finished up to Purple Peak. The Clerk was instructed to write, to the effect that the new Long Bay road would shortly be proceeded with. . From D. Kennedy, Wainui, requesting information concerning the agreement made in the matter, of the formation of the road to his property. The Clerk's estimate was read and approved, and he was instructed to reply that a specification would be drawn up in accordance therewith, and submitted to Mr. Kennedy, who would be required to pay half the cost of the work. From R. Dawber, calling attention to the bad and impassible state of road from beach to main road, and to an unfinished culvert at the entrance to his property. The" Clerk was directed to see to the work at once. From Mr. Hunt, stating that he would put up bridge at French Farm, for thirty pounds. The Clerk was instructed to write to Mr. Hunt, asking him if he understood that the bridge would have to be built according to specification, and on the public road. From Mr. Mullen, stating that, owing to Mr. Lelievre having fenced in his land, he was debarred from entry to his house. That there were about 4 chains of government road still unmade, and that if the Board would form them, he would make the rest at his own expense. The Clerk was directed to see to the matter. From C. Mac Donald, acknowledging , receipt of Clerk's letter, stating that the Board had agreed to give him £1 per month for use of road through his property, the Board to put culvert in order, and accepting the offer. From H. Ay liner, asking for a road to his property, situated between the Kaik and the East Head, and enclosing tracing of sections, shewing the surveyed line : of roads, and where incompleted in small part through Mr. Keegan's land. The Cleric was instructed to, write and ask Mr. Keegan what price he wonld take for that portion of his property through which the junction of the roads would have to pass. Mr. Williams proposed, and Mr. Shadbolt seconded, that the work must be done, and the roads connected. TENDERS. Six tenders were received for side channeling on the Onuka, Long Bay, and Morgan's road. One of these was exces-"
sive, anOther-*infonnal "in- failing to "stated the rate per chain, and four informal, not being accompanied by a money deposit. * The Clerk was instructed to inform tenderers for the future that 'a money deposit must accompany each tender. The Chairman said, that before proceeding with the payments, he wished to ask the Board if it was their intention to take any notice of the Wainui agitation for the severance of their district. ■, Mr. Williams said that something had been mentioned about getting up a petition, but that people considered this was not the proper way to act in the matter, and thought that the Chairman should call a public meeting for the purpose of allowing free discussion of the question. He proposed that the Chairman call a public meeting, to be held at the Town Hall, Akaroa, on the 25th inst, at 2 p.m., to consider Road Board matters generally. Mr. Shadbolt seconded the proposition. The Clerk was instructed to advertise the meeting, and to give notice that the usual meeting of the Board would be held after the meeting terminated. METAL. Mr. Williams asked what had been done in the matter of the " metal.*' The Clerk said he had inspected and measured what remained, and had trenched into it. Had objected to only one heap, which he did not pass. Mr. Williams also drew attention to the heaping of mullock, &c, from the metal on the roads, and said it should be spread over road, not left standing, at contractor's expense. The Chairman had noticed the same thing on the Pigeon Bay road. The Clerk was directed to see to this, and also to the filling in of ruts with metal before the dry season came on. .
