(Per Press Agency.) THREATENED ADVANCE OF THE RUSSIAN FORCES. April 12. The Golos, a Russian journal, states that the Russian army will make an advance if negotiations between Turkey and Montenegro are not resumed. Prince Bismarck's leave of absence is extended to August, during which his position will be filled by Baron Campliausen, De Bulon becoming Vice President, and Koffman, Secretary of State.
