The Powers still delay their reply to the Russian circular, while the future movements of Russia depend upon those replies. March 3. Hayes is returned by Oregon. He also gets the South Caroline votes. The Frisco mail has arrived. Pacific Steam Co. intend despatching steamer to Australia via the Cape. Wool—fair competition at sales this week, slightly below November, prices fully 8 per cent, lower.
