AKAROA BOROUGH COUNCIL

The usual weekly meeting of the above Council was held on Wednesday evening last, in the Town Hall side-room. Present :—The Mayor, and Crs. WagstafiE, Waeekerle, Cullen, Annand, Bruce, and Chadwick. COBRESPONDENCE. Prom A. K. Harlock, calling the Coun • cil's attention to the impassable condition of Church-street, the children attending the school finding it impossible to get through the mud. From Colonial Secretary's office, requesting information as to Council's banking business. The Mayor intimated that he had instructed the Town Clerk to supply the information requested. Prom T. Lelievre, drawing the Council's attention to state of road leading up to his residence from Balguerie-street. —The letter was referred to the Public Work's Committee. From Treasury, Wellington, informing Council that all receivers of revenue have been instructed to pay into their respective Borough funds all moneys so payable, and that no moneys payable to the Borough fund at Akaroa appear to have been received in the Resident Magistrate's Court at that place since 22nd July, 1876 #

On the motion of Cr. Chadwick, it was resolved —*' That the Mayor be requested to make the necessary inquiries into the matter." From T. Adams, secretary Town Hall Committee, giving Council notice that the occupancy of room in Town Hall under present arrangement must cease on the 17th instant, and that the Town Hall Committee cannot sanction the exclusive use of room, as it would be detrimental to the interests of shareholders ; and that in the event of Council requiring the use of room after the 17th instant, the rent will be 10s. per week, the Council at any time the room is required for Town Hall purposes, to give way and allow its free use. The Mayor said that at the suggestion of Mr. Fenton he had instructed the clerk to write to Mr. Rolleston, asking for the temporary use of the District Engineer's office. He said unless the Council were to secure the absolute use of the present office, it would run the risk of being continually buffeted about. Or. Annand inquired as to the conditions under which the room was let to the Council. The Mayor replied that there were no conditions stipulated. Cr. Cullen held that Messrs Penlington and Adams had agreed to let the room for ss. per week. Cr. Annand remarked that in the absence of an agreement the Council was liable I to be turned out any moment. I The matter was allowed to stand over pending Mr. Rolleston's reply. PUBLIC WORKS REPORT.

The following report was read :— The Committee agreed to report to first meeting of Council that they thought it desirable to accept Gunning and Co.'s tender at £4 per chain for the following works:—l. To reduce level of Jollie-street from a point opposite Immigration Barracks'gate to Farr's Bridge, this to be formed to an even gradient between the two points indicated. The present metal to be carefully taken off free from earth, and put aside until level is reached, when it has to be replacpd on roadway, and in the event of there not being sufficient a further supply will have to be found, so that the road is coated with 6 inches of metal at the crown and 3 inches at the sides. This work will require to be done to a width of 20 feet. Bruce's Terrace will also require to be sloped off in the direction of the Hospital, to agree with the new level of Jollie-street. The earth carted from the removal of the above, will be required to fill in hollow in Bruce's Terrace between Jollie-street and Aubreystreet.—2. All the large boulders in the pathwaysand roadways in Bruce's Terrace, Aubrey and Church-streets must be removed, and either carted away or broken up. 3. Bruce's Terrace, Aubrey and Church-streets are to be metalled, free from sand, with metal of a not less gauge than 1\ inches, to be carted in not less quantity, 15 cubic yards to the chain, and I not to be spread until the same is measured, and to be spread to a depth of 6 inches in crown, and 3 inches at sides, and 20 feet wide. 4. That a channel at each end of Aubrey-street be formed with well pitched stones to a width of 3 feet each side, 6 feet in all. Cr. Waeckerle advised the Council to be careful before accepting any tenders. He would like the consideration of the matter deferred till the question of footpaths was decided. The money would be wasted and squandered by beginning the work at the wrong end. He would like the street to be made as wide as possible. The present width was 39 feet, and it was proposed only to allow 20 feet for the street. Surely the Council would never consent to allot 19 feet for footpaths. He proposed—"That before any contract be entertained, the Council define the width of the footpaths throughout the town, and that all streets be formed the full width." The Mayor quite concurred with Cr. Waeckerle as to the necessity of denning the width of the footpaths. Cr. Annand would oppose the formation of footpaths in bye streets before the main street was placed in a thorough state of repair. Cr. Cullen said that Bruce's Terrace was being very much used as a thoroughfare, and certainly needed repairs. Cr. Wagstaff said that the Act provided that the residents should bear half the cost of the formation of footpaths. If a majority of the inhabitants petitioned the Council to form footpaths, he contended that the Council was bound to undertake the work. Cr. Cullen seconded the motion, remarking that it was a wise step to take. Cr. Annand moved, as an amendment, — " That Everall and Gunning's tender be accepted subject to the conditions indicated in the Public Works Committee Keport. The amendment was seconded by Cr. Chadwick, and declared carried. FOOTPATHS. Cr. Bruce proposed—" That tenders be invited for the formation of footpaths in Bruce's Terrace, Church and Aubreystreets." Cγ. Wagstaff seconded the motion. Cr. Annand moved, as an amendment, — " That the question of footpaths be allowed to stand over." He remarked that he did not belie\e it fair to expend money in that way while the main street was in such a bad condition. The amendment was seconded by Cr. Chadwick. Cr. Waeckerle said that if the motion were carried the Council would be assailed by the public for making footpaths before first placing the main streets in a proper state of repair. The Mayor then put the amendment, when Crs. Waeckerle, Cullen, Chadwick, and Annand voted in its favour, Crs Wagstaff, Bruce, and the Mayor supporting the motion. The amendment was therefore carried. MAIN STREEI'S. Cr. Wagstaff moved—"That the Works Committee be requested to prepare a list of the necessary repairs required to place the main streets in order. Cr. Bruce seconded the motion, remarking that it would be wise for the Committee to employ the services of a competent man for a day or two, to assist them in their duties. The motion was carried.
