Borough Council.

The ordinary meeting of the Alexandra Borough Council was held on Monday evening last, when there were present:— Crs Spencer (deputy-mayor in the chair), Schaumann, Appleton, Anderson, Ryan, Buchanan, M'Math, and Laidlaw. The minutes of the previous meeting were read and confirmed. Inward correspondence was read as follows: -—From the Charitable Aid Board, giving return of out-door relief cases in the Borough of Alexandra. —From Mrs O'Kane, secretary Catholic Convent Fund Committee, asking for use of town hall on Dec. 18th, 19th, and 20th. —From Mr R. Hay, re payment of account for commission. —From the Hon. W. Hall-Jones, in reply to the Council's communication re extension of the Alexandra Courthouse, stating that the matter would have his careful consideration when the Public Works Estimates were being dealt with. —From the clerk of the Executive Council, enclosing copy of Order-in-Council re destruction of small birds. the Hon. Minister of Mines stating that the Council's application for a road subsidy had been noted in the Department of Roads and Bridges for consideration on the estimates of that Department, —From the Molyneux Hydraulic Company, asking when the water would be available for their use, The inward correspondence was received and the outward approved. On the motion of Cr M'Math, seconded by Cr Anderson, it was resolved that the race-man be instructed to put on an extra man to assist him in putting the race in order and that he be asked to turn on the full supply of water as soon as the race is capable of carrying it. Resolved—That the town clerk write to the clerk of the Vincent County enquiring re cost of poisoned grain, with power to order one bushel, if this can be supplied. In reference to Mr Hay's account for commission it was resolved, on the motion of Cr- Appleton, seconded by Cr Schaumann. that the account be paid.

An amendment proposed by Cr Ryan that the account be not paid meantime, lapsed for want of a seconder. A deputation of ratepayers waited on the Council with reference to getting an extension of the mains in the upper portion of Ventry street. Mr G. Rivers explained the requirements of the deputationists and stated that the ratepayers represented, together with a number of others, would be practically cut off from the water supply unless the proposed extension was made. The Deputy-mayor informed the deputation that the Council would take into consideration the advisability of cutting out some of the less serviceable portions of the mains with a view to extending the pipes as far as possible towards the outskirts of the town. It was the desire of the Council to, as far as possible, give every ratepayer reasonable facilities for obtaining water from the mains. A second deputation consisting of Dr Gregg and Mr J. R. Bartholomew, waited on the Council, and requested on behalf of the Reserves Conservation Society, that the Council would vote a £ for £ subsidy on the money collected by the society to beautify and improve the recreation reserve. 'They also requested that the town hall should be granted free for a social to be held on Friday evening in connection with the first tree-planting. The Deputy-mayor said he was doubtful if the* Council legally had power to devote any portion of the Borough funds towards improving the reserve, as this was vested in a Domain Board. He was sure, however, that the Society had the sympathy of the Council, collectively and individually, and if they could do anything to assist the movement they would gladly do so. It was moved by Cr Appleton, seconded by Or Laidlaw, and carried— That the Reserves Conservation Society be granted the use of the town hall free on Friday evening as requested. Some discussion took place as to the power of the Council to grant a subsidy to the Society, and eventually it was resolved, on the motion of Or M'Math, and seconded by Cr Appleton —That legal advice be obtained from Mr Bartholomew as to the Council's power to grant a subsidy to the Reserves Conservation Society, and that a special meeting be held on Tuesday evening to consider the matter. After some discussion with reference to extending the pipe line in Ventry street, it was resolved, on the motion of Or Anderson, seconded by Or Laidlaw—That the engineer be asked if the cutting ont ot pipes in Shannon-street between Crookhaven and Ventry streets will interfere with the reticulation plan, and that the Works Com* mittee be given power to act with regard to the proposed alterations. Some of the speakers, whilst agreeing that it was highly desjrable to extend the pipe-line as far as possible, thought that the cutting out of portions in cross streets might possibly affect the reticulation scheme, and the proper circulation of the water, [A telegram has since been received* from the engineer, Mr Hay, stating that he cannot recommend the cutting out of pipes as proposed,, and the present reticulation plan will therefore not be interfered with.] On the motion of Or Appleton, seconded by Cr Schaumann, it was ret solved that the Catholic Convent Fund Committee be granted the use of the town hall as requested. It was resolved that the Musical Society be granted the use ef the towa

hall at 5s per night for private concerts, provided the hall is not otherwise engaged. On the motion of Or Laid law, seconded by Cr Anderson, it was resolved that a sub-committee, consisting of Crs Spencer, Appleton, and Laidlaw, be appointed to visit the reservoir and report to next meeting as to the most suitable style of fence to erect round the intake reservoir. The statement of balances showed a total debit balance of £llß 10s 6d. The following accounts W6re passed for payment -.—Waterworks Loan Account: RHay, £lO6 12s 3d; Crust and Crust, £lB 14s 9d; M'Kechnie and Fleming, £184; total, £309 7s. General Account: J Travis, £lO 16s; Borough Printer £7; F Young, £lO 9s 7d ; total, £2B 5s 7d. The Council then rose. At a special meeting of the Oouncii held on Tuesday evening, legal advice was read to the effect that the Municipal Corporations Act, 1900, gave the Council power to vote moneys for the purposes of tree-planting, «fec, on ground within the Borough, not being private property. It was finally resolved that the. Reserves Conservation Society be granted a £ for £ subsidy, up to £25, for the purposes of tree-planting in the Recreation Reserve.
