PLEA FOR APPROACH TO RUSSIA LONDON, March 1. The Archbishop of York (Dr. Cyril Garbett) to-day appealed for an immediate attempt on the highest, .level to reach agreement with Russia on the hydrogen bomb. In the event of failure he urged “a solemn covenant” of peace-loving and democratic peoples to use all their resources against any nation using these bombs, and a claration “that neither singly nor col' lectively would they ever be the first to use the bomb.” Dr. Garbett said that if the United States found itself unable to take the initiative in opening new negotiations with Russia, Britain should do so, as she w r ould be the first victim of an atomic war. “Agreement or destruction is the choice before us/’ he said.
