Moscow Reports Formation * LONDON, Feb. 26. The Soviet Government has created a Ministry of the Navy, reports the Moscow radio. “The Presidium of the Supreme Soviet of the U.S.S.R. has decreed the separation or an naval affairs from the Defence Ministry,” says the radio. “Henceforth there, will be a separate Ministry of Armed Forces called the War Ministry and a separate all-union Naval Ministry, with Admiral I. S. Yumashev as Minister. The associated Press says that the creation of a Naval Ministry follows reports, including those by the authoritative “Jane’s Fighting Ships,” that Russia is building up a powerful navy as part of an overall; programme of military expansion.
