U.S. BREAK WITH BULGARIA (Rec. 10 a.m.) SOFIA, Feb. 23. ' The Bulgarian Government has denounced < the ending of diplomatic relations by the United States as “entirely arbitrary and in complete contradiction. with diplomatic practice and international usage.” In an official statement the Bulgarian Government said the American action had no moral or legal basis. It could be explained as “a new form of intensifying the struggle of American imperialist circles against the front of peace and democracy.”
