PEACE TREATY FOR JAPAN

EARLY CONCLUSION ADVOCATED OTTAWA, Feb. 22. A strong pica for an early Japanese peace treaty was made in the Canadian House of Commons to-day . by the Minister of External Affairs (Mr Lester Pearson). ; ' Mr Pearson said he would like to see Russia and China participate in the drafting of the Japanese treaty, but he would not accept “dictation by one or two Powers through the arbitrary use of their vetoes.” If such dictation was insisted on, it might be necessary to go ahead without Russia and China. Mr Pearson said the Japanese had carried out all the occupation orders and had taken the steps demanded of them. That did not mean that they had completely changed their habits, thoughts and approach to politics in four years. However, Mr Pearson said, he felt that the Japanese must be given some Incentive to maintain and strengthen their democratic way of life and to have close, friendly relations with the Western world. “Our security lies as much in this as in keeping them disarmed,” he added.
