REPORTED PLOT IN RUSSIA
Marshal Said To Be Leader BERLIN, Feb. 19. “A large-scale plot, against Mr Stalin, led by Marshal Govorov, has been.detected by the Soviet secret police in Leningrad,”' says the American-licensed newspaper "Der Abend.”
“Marshal Govorov, as a general, became famous for a series of smashing victories over the Germans on the Leningrad front during the last war. “The plot involved nearly 200 persons, including members of the political directorate of the Red Army, the Leningrad city administration, and the Ministry of State Security. “The conspirators* aimed to erect a Greater Russian Republic which would not be on a federal foundation and with Leningrad as the capital. “The plotters feared that the expansion of the politics of Mr Stalin and Mr Malenkov could bring Russia into war.
“The plotters so far arrested are mainly supporters oT Sergei Kirov, a former lieutenant of Mr Stalin, and who was one time believed toj have been named as Mr Stalin’s successor. The Politburo liquidated Kirov in the Bolshevist purge in 1934;”
