PLANS BEING DRAFTED BY ARMY BOARD ' •' . ■ i -MELBOURNE, Feb. 20. Plans for compulsory military training now being drafted by the Army Board provide for an annual training period.of 14 weeks. There will be a call up of 50,000 troops in the IS to 21 age groups, in addition to enlistments in the voluntary citizen military forces. i
