FRANCE INVITED TO MAKE PROPOSALS WASHINGTON, Feb. 13. France had been invited to make recommendations for the supply of American arms to the French-sponsored State of Viet Nam, thd United States State Department said to-day. s The department said it had made no commitment, that arms would be sent to the newly-created. State, but it would give careful consideration to any requests. It is understood that the department has in mind that arms could he sent directly to the Viet Nam authorities, without placing France in a position where she would have to explain why she was using American arms in an area in which she had abdicated her sovereignty. State Department officials said that Russia’s recognition of the rebel Government of Dr. Ho Chi-minh in lndoChina might be followed soon by a flood of arms from the Chinese Communists.
