British efforts for an agreement with America are certain to result in the modification of the Ottawa agreement, necessitating sacrifices from the Dominions, which South Africa will make. “The Ottawa agreement will he re 1 - placed with bilateral agreements. .South Africa is likely to conclude them with France, Belgium, Holland, and Czechoslovakia.”
